Deputy Army Matériel Command Commander Lt. Gen. Jim Pillsbury declared the Aberdeen Proving Ground Base Realignment and Closure Rehearsal of Concept Drill a success Friday, saying: "We tackled several heavy issues today. Personnel, the hiring process, being one, IT (information technology) infrastructure being another, and the Garrison staff that has to now take over a 90-percent civilian population versus a 67-percent civilian population. These issues would not have been raised had we not had this ROC Drill, so it is an understatement to say it's been a success."
