The USACE Afghanistan District has partnered with Local National Quality Assurance (LNQA's) team members throughout its construction and engineering solutions while building stable capacity within the population of Afghanistan in order to shape the future of Afghanistan.
A new team has been formulated which will provide quality assurance oversight, documentation of this oversight, and recommend corrective actions to the supervisor. They are known as the Afghan-Quality Assurance Team (A-QAT) and currently supervised by USACE Chief of Contract Admin Branch Charley Qian.
Training was held throughout the last two weeks by the Construction Division Chief, Harry Kye and Construction Team members Shane Thames, James Craig, and Jean Nicolas who assisted the new team with training materials and escorting the A-QAT team during the training.
They learned how to perform photo documentation at project sites, working with Transatlantic Afghanistan Construction Bulletins, and General Construction-Quality Verification (QV). The General Construction-QV included all crafts/trades used on USACE projects from ground breaking to commissioning.
Though the A-QAT members each received certificates of completion for the two-week training time, they were reminded that learning is an on-going process and never a complete process on any project USACE is involved with.
The A-QAT members are the best qualified, senior LNQAs possessing the technical skills and knowledge to perform the critical role of construction management oversights of all construction contracts throughout the District.
Each, through dedication shall ownership of all construction projects managed by the Afghanistan District Construction Division, devoting themselves to ensuring strict contract compliance by the construction contractors.
Integrity is an Army core value and as a critical member of the District Construction Division, each A-QAT member must maintain professionalism, fairness, and treat everyone with respect.
The teamwork shown will promote harmonious working relationship among the A-QAT team members and provide cooperation/collaboration among all which is essential in performing their duties successfully.
And most importantly to continue to build capacity these A-QAT team members are future construction management leaders. Each will learn and excel individually. As future leaders in the construction management arena, this training/education and continual endeavors are required.
USACE Afghanistan District empowers this team to share their lessons learned, exchange knowledge and ideas with the other team members and to continue to build the capacity of the A-QAT.
