Proper licensing helps ensure safe material handling

ANNISTON ARMY DEPOT, Ala. -- Material handling equipment is a safety focus for the month of August.

At Anniston Army Depot, MHE operators are required to obtain a valid Operator's License.

ANAD 385-1 Ch. 11 requires that personnel be properly trained and licensed in accordance with AR 600-55 and local regulations to operate material handling equipment.

AR 600-55 requires that personnel have a current OF346, US Government Motor Vehicle Operator's Identification Card, and have demonstrated proficiency in order to operate material handling equipment of all sizes and capacities.

The regulation also requires that personnel have a valid state issued driver's license.

ANAD uses the OF 346 to serve as the certification required by the Occupational Safety and Health Administration.

The Motor Vehicle Operator's Identification Card, identifies the employee, shows the date of issue, date of expiration and what equipment the employee is authorized to operate. This certification must re-evaluated every three years to be valid.

If your ANAD issued license has expired, it is not valid.

If your ANAD issued license has a difference of greater than three years between issue date and expiration date it is not valid.

If your state issued license has expired or been revoked, your ANAD issued license is not valid.

If your license is not valid, do not operate the equipment.

To obtain a license:

1. Ensure employee has a current ANAD Medical Card. If the employee does not have an ANAD Medical Card they will need to obtain one from the Dear Occupational Health Clinic.

2. Send an email request with the employee's name, grade and the exact piece of equipment (Example: Forklift with 6,000 lb capacity) to Melody Lloyd, ANAD's mobile equipment driver tester.

3. Upon initial approval, the employee will complete required training covering the equipment they are being licensed for. Upon completion of the training, a training license will be issued along with an SIOAN Form 350-1 for logging training hours.

The employee will operate as a trainee under close supervision of the responsible supervisor or designated trainer.

Upon logging the required number of hours, an evaluation will be performed.

Upon successful completion of the evaluation, a license will be issued for three years.

4. Supervisors shall maintain a copy of the License Roster in Tab 10 of their Safety Go-To-Resource.

When an employee is within 30 days of their license expiring, send Lloyd an email requesting recertification.

It is the employee's responsibility to keep their license current. Supervisors can quickly determine which of their employees need training by keeping a license roster in their Go-to-Resource Book and reviewing it periodically.

ANAD could not function without material handling equipment.

This equipment cannot be safely and efficiently operated without competent, certified operators.

The Equipment Licensing Program ensures ANAD has trained, qualified personnel who operate forklifts and other equipment in a safe, responsible, manner.
