U.S. Army Aviation and Missile Command's Deputy to the Commanding General, William P. Marriott, accepted the FY 2017 Meritorious Executive Presidential Rank Award, June 25.

Secretary of the Army, Dr. Mark T. Esper, presented Marriott with his award during a ceremony at the Pentagon.

As the deputy to the commanding general, Marriott provides executive oversight of business operations across a broad range of acquisition life-cycle management functions, including logistics support; supply-chain management; research, development and engineering; organic industrial base activities; field /sustainment maintenance; and contracting. He is also responsible for all personnel, security and facilities management; current operations and strategic planning; information technology; and resource management efforts during programming, budgeting and execution.

"Mr. Marriott positively redefined what 'readiness' means to the command," said AMCOM Commander, Maj. Gen. Doug Gabram. "He ensures that all command requirements are fully synchronized and integrated to achieve unified action across the Aviation and Missile materiel enterprise and to ensure superior support the warfighters."

Marriott was instrumental in the effort to work with the U.S. Army Aviation and Missile Research, Development, and Engineering Center (AMRDEC) to resolve warranty issues with original equipment manufacturers. As a result, $50 million was returned to units for parts replacement, measurably improving the units' readiness. Through Marriott's oversight and effort to foster an environment that drives creativity and critical thinking, the AMCOM/AMRDEC team won the command's first two Department of the Army awards for Process Improvement and first Department of Defense Value Engineering Award for achieving a cost savings of $117 million.

Marriott collaborated with the Defense Logistics Agency and industry partners to improve supply-chain support to AMCOM's two depots, resulting in an expected savings of greater than $18 million per year. He successfully gained buy-in from AMCOM's partners to clear unliquidated obligations in order to meet established goals, which reduced the total unliquidated obligations by more than $100 million this year.

Marriott directed a successful AMCOM Small Business Outreach program, resulting in small-business obligations of $1.5 billion, exceeding all of AMCOM's small business and socioeconomic goals.

"I'm honored and grateful to receive the Presidential Rank award. I've been fortunate to be part of several tremendous organizations and worked with superb team mates over the years," Marriott said. "Specifically, at [Army Materiel Command] and AMCOM, I have been surrounded by superstars, whose hard work and accomplishments improved readiness and the quality of life for our Soldiers and Civilians. It is truly their efforts, more than mine, that are reflected in this award."

Marriott is a native of Pensacola, Fla., where his father was assigned as a Navy helicopter instructor pilot. Marriott graduated the Naval Academy in 1979 and served for 26 years as a Naval Aviator. Marriott retired from the Navy in 2005 and was appointed to the Senior Executive Service the same year. He served as the Executive Secretary for the Department of Defense until 2009 when he accepted the position as the Deputy Chief of Staff for Personnel and G1 at the Army Materiel Command. Since 2015, Marriott has served as the AMCOM Deputy to the Commanding General. In 2005, Marriott was presented the Defense Distinguished Service medal by Secretary of Defense Donald Rumsfeld. In 2009, Secretary of Defense Robert Gates presented him with the Defense Meritorious Civilian Service Award. In 2015, Marriott received the Decoration for Exceptional Civilian Service from General Dennis Via the Commanding General at Army Materiel Command.

"For the first time in 15 years, AMCOM is successfully achieving unit of effort across Aviation and Missile system life cycles, largely due to Mr. Marriott's expert leadership," Gabram said. "Mr. Marriott has set the example for how senior executives should manage internal and external resources."
