U.S. Army seeks whitepapers in response to network technical industry forum

ABERDEEN PROVING GROUND, Md. (February 23, 2018) -- The U.S. Army Network Cross Functional Team (CFT) and the U.S. Army Program Executive Office for Command, Control and Communications-Tactical are seeking whitepapers on Commercial Off-the-Shelf (COTS) and Non-Developmental Item (NDI) solutions on a number of topic areas related to Army modernization network priorities, including:

- Assured integrated multi-transport capabilities for vehicle and dismount platforms

- Line of sight radio capabilities

- Network range extension including using line of sight as well as both Satellite Communications (SATCOM) and non-SATCOM-based beyond line of sight (BLOS) capabilities

- Electronic protection for current and future communications systems, especially for lower tactical echelons

- Simple and scalable and modular gateway framework integrating transport, messaging, application and security domains

- Simplified network planning and management for a distributed disrupted, intermittent and limited (DIL) network with multiple security domains and various transmissions capabilities

- Distributed computing and analytic tools that effectively balance data and services between localized computing and distributed computing and storage within the DIL environment

- Endpoint security capabilities to reduce reliance on network-based controls and to mature identity, access and asset management and reduce insider threat

- Modular and dockable computing and server systems for dismount, ground vehicles, aircraft, and command posts

The call for whitepapers is in response to the Network CFT Technical Exchange Forum #1, "Operations in a Contested Environment," which was held February 6-7, 2018 at Aberdeen Proving Ground, Maryland.

The event served to identify and align efforts with Army tactical network modernization priorities specific to enabling Army units to operate resilient network assets in contested and congested environments, and was attended by over 600 government and industry technical professionals.

Whitepapers are intended for market research purposes only, and will be used to obtain information on current and emerging market capabilities to inform future Army investment recommendations, requirements documentation and other acquisition documentation.

The Army is interested in solutions that are available for demonstration and experimentation. Solutions of a high maturity level, with an immediate impact on Army modernization network priorities, may be invited to demonstrate their solution to obtain Soldier and leader feedback.

An official Request for Information was posted on February 21, 2018 to the Federal Business Opportunities website (www.fbo.gov). Topic areas and submission instructions can be found by using the solicitation number listed below. Whitepapers should be no more than five pages in length, and must be submitted before 1 p.m. on March 23, 2018.
