PEO Aviation had several employees in five Project Management Offices recognized for exceptional work developing and implementing innovative ideas during fiscal year 2017 that not only save the government money, but also help support the Soldier.

The local Value Engineering Achievement awards ceremony took place Dec 4 in the Bob Jones Auditorium with PEO Aviation receiving for innovative designs and modifications that not only generated $80.2 million in savings for the Army , but it also made the mission easier for Soldiers.

The Apache Project Management Office team completed a VE proposal to use the cockpit door. This proposal assessed the most cost effective method to determine the best approach of retaining or improving the required function of the Apache cockpit door while reducing life cycle costs. This VEP resulted in a total of $7.432M in savings. The cost avoidance was $5.82M.

Aviation Systems completed three VE projects in FY 17. The Equipment Product Directorate's study on the Non-Destructive Test Equipment Suite. A study to address the issue of product obsolescence determined that by replacing some of the obsolete components within the suite, the lifecycle of the entire suite could be extended. Implementation of this VE effort yielded lower cost fielded test hardware, increased reliability, and alleviated obsolescence and produced $9.940M in VE savings for FY l7.

The Air Traffic Control Product Office was recognized for its VE study to address obsolesce and software compatibility issues with the Tactical Airspace Integration System Airspace Workstation. The VE team evaluated various alternatives, and determined that replacing aging workstations with new workstations qualified to the semi-rugged durability level provided the best value while providing a significant advancement in technology with the capability to add future enhancements. Implementing this course of action resulted in $5.9M in cost avoidance in FY17.

Additionally, the Aviation Mission Equipment Product Office completed a VE study on the ARC-231 Radio Keep Alive Battery, which resulted in $5.054M in savings and cost avoidance.

PMO Cargo was recognized for supporting the Operating and Support Cost Reduction Program by completing the FADEC Continuity Test Set Redesign Project during fiscal year 2017. The project was implemented with an estimated 10-year field saving of over $5.13 million for an engineering redesign effort of $756K.

The Fixed Wing PMO completed a VE project to overhaul the PT6A-42 engine to combat escalating engine overhaul costs. The team determined that moving the engine overhaul campaign from the current program to an alternative flat rate program would result in significant cost savings without reducing the quality or effectiveness of the work performed produced $45.27 million in savings for FY17.

The Utility Helicopters Project Office team also completed three VEPs for FY17 resulting in $16.5 million in savings. A Pressure Indicator VE project implemented resulted in the use of a qualified repair vendor in lieu of acquisition. A Low/High pass Antenna Filter VE project implemented working with Chelton to establish process improvements that will reduce cost and increase efficiency. A VE proposal to address A/L blade repairs costs found that cost could be reduced and efficiency gained by having the AMRDEC prototype Integration Facility remove coating, develop repair procedures and perform minor blades repairs, and return blades too damaged for PIF repair to Corpus Christi Army Depot for storage.

Finally, the UHPO team completed a VE project on the UH-60 Pitch Trim Actuator to address excessive wear and high failures from internal and external leakage and excessive wear on the Rotary Potentiometer. To address these issues, the piston's chrome plating was replaced with Tungsten Carbide, and the current dynamic seals used with the Servo Actuator Piston were replaced with spring loaded seals. This critical obsolescence redesign will mitigate Pitch Trim Actuator obsolescence while ensuring supply availability.
