REDSTONE ARSENAL, Ala. -- Wade Brown, one of Army Materiel Command's top lawyers, has been named AMC Headquarters' winner of the prestigious Louis Dellamonica Award for Outstanding AMC Personnel of the Year 2016.

Brown, an associate command counsel and chief of the Bid Protest/Litigation Branch, has served as AMC's leader on all bid protest litigation since 2011. Last year alone, he led a team of field attorneys, contract specialists and technical personnel in consistently successful defenses of protest challenges before the Government Accountability Office and the Court of Federal Claims. He was nominated for the award by AMC Command Counsel Brian Toland.

"I was completely surprised and speechless; I had not even known that I had been nominated. It made my day, and I called my wife as soon as I got back to the office," Brown said.

In his nomination packet, Toland said it was Brown's keen expertise and professionalism that helped his team win more than 97 percent of the protest litigation cases it handled during the award period, which ultimately enabled the team to provide critical support to the Army and warfighters.

"Without fail, Mr. Brown inspired his team to excel above and beyond the call of duty, ensuring these critical procurements remained on track," Toland said.

In addition, Brown's leadership directly enabled AMC and Army Contracting Command to successfully execute more than $50 billion in contract awards, Toland said.

Brown, a native of Louisiana, earned his Juris Doctor from Tulane University in New Orleans and served as an active duty Army officer in various positions, from chief of legal assistance at Fort Rucker, to associate counsel in St. Louis, eventually landing at the U.S. Army Aviation and Missile Command on Redstone Arsenal as the deputy Staff Judge Advocate.

Brown transferred from active duty to the Army Reserve in 2001, and remained at AMCOM as a Department of the Army Civilian contracts attorney. In 2005, he was mobilized for a year to Camp Shelby, Mississippi, where he was the deputy command judge advocate and then the command judge advocate. He returned to his civilian position at AMCOM in June 2006. Brown assumed a position as a contract attorney at AMC in 2009 and became the AMC supervisory contract attorney in March 2010. He wrapped up his uniformed career in June 2017.

"Mr. Brown is not just a leader, but an innovator. Everything he touches improves. Never satisfied, he continually strives to improve our processes in order to enhance the Army's ability to defend against procurement protests. His efforts made it possible for us to act in a truly enterprising way - forming, enabling and unifying the AMC protest litigation effort. Mr. Brown's initiates are a key enabler of AMC's preventive law mission," Toland said.

Brown said he was incidentally in a meeting regarding bid protests with the AMC Deputy Command Counsel, Fred Allen, when now-retired Col. Steve Walburn walked in to congratulate Brown for being selected as a Dellamonica award winner.

"I consider the award to be one of the highest honors I could ever receive for doing work that I love doing. However, the real credit for the success of the AMC Bid Protest Program goes to my AMC colleagues in the bid protest branch and the many major subordinate command attorneys and acquisition professionals that support us," Brown said.
