Small businesses offer numerous capabilities for the AMCOM mission

There are a variety of small businesses located in the Huntsville area as well as nationwide that have the capabilities that meet AMCOM's mission requirements, and AMCOM's Office of Small Business Programs urges acquisition officials to consider these small businesses when awarding contracts.

In their day-to-day business, employees of AMCOM's Office of Small Business Programs work by the motto that "Small business is good business for the Federal Government."

Yulista is a one company that is representative of the capabilities of the nation's small businesses. Located in Huntsville, Yulista is a wholly owned business of Calista Corp., a federally recognized Alaska Native Regional Corporation established in 1971 to advance the social, cultural and economic welfare of its more than 40,000 Alaska Native American shareholders.

Calista is governed by an elected Board of Directors and has a 40-year heritage of growth and diversification. Yulista combines its experienced management team, highly-skilled workforce, and substantial corporate and financial resources to provide services to its supported subsidiaries throughout the U.S. and globally.

"Yulista has played a vital role in helping AMCOM's Office of Small Business Programs in meeting its FY2017 small business goals," said the AMCOM Small Business director Donna Ragucci.

"Yulista is just one of the many 8(a) contractors assisting and providing capabilities to AMCOM's aviation fleet. Yulista is a teaming partner with some of the AMCOM Express Program prime BPA holders and one of the joint venture contractors working at the Prototype Integration Facility."

Yulista's strategic location in Huntsville puts it close to many federal customers. Besides AMCOM, the small business customer list in the area includes the Program Executive Office for Aviation, NASA's Marshall Space Center, the Missile Defense Agency, the Space and Missile Defense Command, and many other government organizations located within this unique geographic area.

Like many other small businesses, Yulista's business classification does not limit its technical capabilities. Many small businesses focus on the core areas of Aviation, Ground, Logistics, Training, and Base Operations and Maintenance, and are able to provide such support as aircraft technology insertion, modification and maintenance, and aircraft training simulators and devices. They may be certified as a Federal Aviation Administration Certified Repair Station, meeting Combined Federal Regulations Part 145 requirements for qualification of repair parts, authorized tools and equipment, calibration standards and procedures, training requirements, and FAA maintenance records. Their Quality Management System may be certified to Aviation Standards AS9110, AS9100 and ISO 9001:2015.

The AMCOM Office of Small Business Programs can provide program managers and acquisition officials with information pertaining to a small business' capabilities.

"Small businesses like Yulista have extensive experience deploying globally when and where they are needed to support modification, maintenance, test and training, and in support of contingency operations," Ragucci said.

Yulista has recently grown its capabilities by opening the M5 Hangar at the Huntsville Executive Airport in Meridianville. It is a 60,000 square foot aviation and 20,000 square foot support facility, which is the company's fifth such facility at the airport that is equipped for both fixed and rotary-wing aircraft support to include the newer tilt rotor aircraft. It has grown the Yulista Aviation Complex from 95,000 square feet to more than 175,000 square feet. The M5 Hanger has the potential to double Yulista's aviation workforce in Huntsville.
