Leader perspective MICC postured for future success

JOINT BASE SAN ANTONIO-FORT SAM HOUSTON, Texas -- (July 12, 2017) On July 26, the Mission and Installation Contracting Command will welcome the arrival of your new commander, Col. William Boruff. Command Sgt. Maj. Marco Torres will assume his position in August. In addition, Clay Cole has been confirmed as the deputy to the commander, and it is our hope he will soon be appointed to the Senior Executive Service. Congratulations to these extraordinary leaders. I'm confident they will take the MICC to the next level of excellence.

The MICC now has all the appropriate business processes in place, which is indicative of the majority of our offices being rated green across all of our Command Contracting Operations Metrics. These measurements are clear indicators that the MICC is a disciplined, professional and strategic minded organization. As these three incredible individuals take the mantle of leadership, I foresee the establishment of new goals with metrics focused on customer service, reduced bridge contracts and fewer contracting actions.

Congress and senior Army leaders will continue to pressure us to automate, reduce procurement lead times, standardize, and reduce touch labor associated with every procurement. In fact, the chairman of the House Armed Services Committee has introduced an acquisition reform bill that could bring about sweeping changes for the DOD to reform the way the Pentagon buys goods and services. We need to embrace the fact that our elected officials expect DOD leaders to speed the acquisition process from the moment an organization needs something to the time it receives the goods or services, similar to instantaneously ordering items from commercial vendors online.

The MICC is postured to lead the Department of the Army with several of these goals. The new version of Virtual Contracting Enterprise, the improved Army Contracting Writing System that is under development, and with programs like the Simplified Acquisition Threshold Supply Procurement Program, called S2P2, establishing "the art of the possible." S2P2 was created by the MICC to improve the process for producing government price estimates, defining requirements and reducing inefficiencies in the procurement lifecycle. This new program, being spearheaded by the MICC-Fort Drum office, allows end users to post requirements directly to the marketplace for competition, thus reducing lead time and touch labor.

It has been a tremendous honor to serve as your commanding general. I routinely witnessed the incredible efforts by our Army civilian workforce. I sincerely appreciate the sacrifices you have made. In my travels to meet leaders across the Army, commanders and senior leaders everywhere consistently tell me that they continue to receive outstanding contracting support from our MICC team. Thank you for ensuring our Soldiers remain the best-equipped, best-trained fighting force by your incredible drive to deliver contracting solutions.
