After serving for nearly 16 years in the Integrated Logistics Support Center, Annette Riggs began serving as TACOM's new deputy chief of staff last month.
Riggs is a native Michigander, born in Muskegon and raised in Ravenna, a small town located in Muskegon County. Following graduation from Ravenna High School, she enlisted in the Michigan Army National Guard in 1983 and spent most of her career on active duty until she retired in March 2001. She said she joined to show her patriotism and to do something different than anyone in her family had done. "I wanted to be involved in the armed forces in some way," she said, "I really did."
Riggs spent her entire career serving at various locations throughout Michigan, including Grand Ledge, Grayling and finally Detroit. She retired as a master sergeant/platoon sergeant for the 1225th Corps Support Battalion in Detroit.
In October 2001, Riggs started her career in the ILSC as an item manager and later the depot maintenance requirements officer for the M113 family of vehicles. She was promoted in October 2004 to the role of modularity/Army Force Generation Fleet Integration and Financial Management Group leader, where she provided financial planning and oversight for contractor repairs of war-torn equipment with a budget of $3 billion. In February 2009, she assumed the duties of director, ARFORGEN Fleet Integration.
Riggs assumed the role of director of the Program Management, Workloading and Analysis Directorate within the Industrial Base Operations in September 2011, a position she held until she assumed the duties as TACOM LCMC's Deputy Chief of Staff in April 2017. In this role, she was responsible for a number of depot maintenance, supplemental budget planning, sustainment level repair activities, and depot/arsenal production management for TACOM LCMC depots, arsenals, and national maintenance sites.
Riggs is level-III certified in life cycle logistics and is a member of the Army Acquisition Corps. She graduated from Spring Arbor College in 1991 with a bachelor's degree in Management of Organizational Development and earned a Master of Science in Administration with a minor in Human Resources Management from Central Michigan University. She has received numerous civilian and military awards throughout her career.
Riggs says she feels that her experience in the ILSC will make her much more valuable in her new role as deputy chief of staff. "I think I bring a lot of good experience over here to the command," she said.
