BAD NEUENAHR-AHRWEILER, Germany - Fifteen U.S. Army and diplomatic representatives attended a seminar on the German system for civil protection and disaster preparedness, here, Dec. 19-20, 2016.

The German Academy for Crisis Management, Emergency Planning, and Civil Protection (AKNZ) hosted the seminar, which was designed to help the emergency managers from U.S. Army garrisons throughout Germany; Installation Management Command, Europe; the Regional Health Command Europe; the 7th Mission Support Command; as well as participants from the U.S. Forces Liaison Office (USFLO) Baden-Wuerttemberg and the Frankfurt U.S. Consulate, better understand the German organizations they work with to secure and protect U.S. communities in Germany.

Dr. Dirk Freudenberg, lecturer at the AKDZ, who coordinated the seminar in cooperation with U.S. Army Europe's USFLO Office in Stuttgart, opened the event with an overview of the strategic level challenges of crisis management. His colleagues, Frank Meurer and German Lieutenant Colonel Thomas Hoehl explained the structures for command and control in crisis management and the role of civil-military cooperation in providing assistance to civil authorities.

After a short bus trip to the headquarters of Germany's Federal Office for Civil Protection and Disaster Assistance, the group was introduced to the interstate crisis management exercise "LUEKEX," and visited the Joint Reporting and Information Center, Germany's hub for monitoring civil emergencies world-wide. Rounding off the seminar, the U.S. experts heard information on the Federal Agency for Technical Relief and the assistance it provides in emergencies, both local and world-wide.

The ability of U.S. Army Europe and IMCOM-E to work closely with their German partners during an emergency is critical.

In appreciation of the event Dan Spencer from U.S. Army Garrison Stuttgart said: "The information in this seminar helped to paint the big picture on emergency management in Germany."
