ROCK ISLAND ARSENAL, Ill. -- The U.S. Army Sustainment Command bid farewell to one of its top civilian leaders at a ceremony held here at Heritage Hall, Nov. 22.
The farewell ceremony honored Jay Carr, a member of the Senior Executive Service who had served as ASC's executive director for Acquisition, Integration and Management.
Carr will remain at Rock Island Arsenal in a new assignment as executive director of the U.S. Army Contracting Command-Rock Island, where he previously served in several key leadership positions between 2004 and 2013.
Melanie Johnson, Carr's predecessor as ACC-RI executive director, will move over to the U.S. Army Joint Munitions Command to serve as deputy to the commander. Carr's position as AIM executive director will be filled by Carl Cartwright, who currently serves as executive director of the Support Operations Center at ASC.
Carr and Cartwright are both former career Army officers who retired at the rank of colonel. Carr, Cartwright and Johnson are all members of the Senior Executive Service.
SES members, who work throughout the Department of Defense and other federal agencies, serve in the key positions just below top presidential appointees and are the major links between these appointees and the rest of the federal workforce.
Carr first became an SES member in 2013, when he came to ASC as executive director of the Logistics Civil Augmentation Program).
In remarks delivered at the farewell ceremony, ASC deputy to the commander Michael Hutchison, who is also an SES member, praised Carr for his leadership in implementing positive changes to LOGCAP.
"He led the effort to make LOGCAP task orders regionally aligned," Hutchison said. "This made LOGCAP more responsive to the needs of combat commanders and increased the stature of the program among warfighters.
"Jay will truly be missed at ASC," Hutchison added. "I really do appreciate all that he did for me and for all of us who are part of the ASC team."
Hutchison then presented Carr with the Meritorious Civilian Service Award.
In his remarks, Carr said that he simply wanted to thank everyone he worked with over the years and that he also thanked his family for their support, especially Jill, his wife of 29 years.
"You're only as good as your teammates," Carr said, "and I couldn't have asked for a better group to lead. It's been my privilege at ASC to work with people who always brought me great ideas and had the ability to carry out those ideas."
