BIRMINGHAM, Ala. -- The Army Reserve Sustainment Command, headquartered in Birmingham, Alabama, stood up the Army Contracting Command Army Reserve Element during a ceremony at ARSC Headquarters, Oct. 31. The ARSC is a subordinate command of the 377th Theater Support Command, which is the U.S. Army Materiel Command's largest sustainment command.

The ceremony marked the end of nine years of planning to better support the AMC enterprise, by leaning on the expertise and support of Army Reserve Soldiers and civilians, said Brig. Gen. Jeffrey A. Doll, ARSC commanding general.

As a key subordinate of AMC, ACC did not have a direct, colonel-led command element permanently aligned with it, Doll said.

"As the Army began its post conflict drawdown, the demand for contracted support across the spectrum of operations began to increase in both scope and size. The need for trained and deployable contracting Soldiers did not reduce, but in fact continued to grow to meet the smaller Army and growing operational requirements," Doll said.

The agreement was codified in a Memorandum of Understanding signed by ACC Commanding General Maj. Gen. James E. Simpson and 377th Commanding General Les Carroll.

"This ceremony cements the MOU, the Total Army Force Policy and a commitment from the Army Reserve to ACC and AMC, that we together as one will rise to meet and accomplish the challenges of the Army," Doll said.

The ACC-ARE is commanded by Col. Andrew Lawfield, who will continue his civilian service working for the Department of Defense as an acquisitions professional. The ARE's senior enlisted advisor is Sgt. Maj. Michael J. Brown, who recently culminated his civilian career as the Staff Operations and Training Officer for the 87th Army Reserve Support Command in Birmingham.

ACC and the ACC-ARE are located on Redstone Arsenal.
