CINCU, Romania -- The Observer, Coach, Trainers at the Joint Multinational Readiness Center are committed to helping allies from across Europe build military training capabilities within their own country. One of JMRC's OCT teams recently returned from a visit with the Romanian Land Forces to do that.

JMRC's Warhog OCT team, a maneuver trainer teams, "just returned from a cross-functional team, away-game tour to Romania to evaluate the Romanian land force combined training center in Cincu (Romania)," said Maj. Scott Basso, Operations Officer for the team.

The tour was composed of representatives from across JMRC to lend perspective from all of the war fighting functions and capabilities to the Romanian training center.

"By starting the Warhog Mobile Training Team Initiative (WMI) we are trying to enable Cincu with an OCT Academy, said Basso. "We will conduct OCT training in Romania and assist them with facilities and equipment."

This coming January, JMRC will provide an OCT exchange with Romania, as well as an OCT Academy, to share lessons learned and best practices with the Romanian OCTs in Cincu.

This assessment's secondary purpose was to evaluate the training center for a possible exercise that would host the Regionally Allocated Forces, currently a brigade sized element from the United States that supports the U.S. Army in Europe. The WMI investigated issues and challenges that could slow the speed of assembly for the RAF, and through cooperation with the Romanian forces, is working to solve these issues. This will simultaneously help Romania train their forces at home.

"I think it was a successful trip for U.S. Army Europe, JMRC and the Romanians," said Capt. Cristian Radulescu, Warhog Combat Service Support and Logistics Officer.

Radulescu speaks Romanian and is a subject matter expert on the location.

"The Romanians are very eager to work with JMRC," Radelescu continued, "they are benefitting from JMRC's expertise and endorsement."

The advising does not stop at the OCT level, and the U.S. Army has also looked at key facilities and infrastructure.

"The Office of the Deputy Chief of Staff Engineer has worked with the Romanian Land Forces towards upcoming projects for Cincu," said Radulescu.

The long-term plan between Romania and JMRC is for continued site assessments and visits to assist Romania with their training rotations in country.

Overall the Cincu site assessment provided the JMRC visitors with a way ahead and focus for future engagements and partnership with the Cincu training center and the Romanian Army. Through visits and assessments like this, the U.S. Army and JMRC fulfill our commitment to building and sustaining the readiness and interoperability of our Allies and partners across Europe.

"Our strategic message is, for our allied forces and opposing forces, Europe is not reliant on the U.S. Forces for training, said Basso. "Our allies can work interoperability in their own country."
