ROCK ISLAND ARSENAL, Ill. -- Maj. Gen. Edward Daly, commanding general, U.S. Army Sustainment Command, held his first town hall meeting in Heritage Hall, here, Nov. 2. Daly took command of ASC in August.

Daly said the overall mission of ASC is to support and enable the U.S. Army Materiel Command, ASC's higher headquarters. AMC is responsible for delivering and maintaining the equipment and services Soldiers and warfighters need for daily operations.

"[Our mission] is not about [ASC], it's about the Army," said Daly. "Every time I go out and talk to divisions or other commanders, or anybody, I say 'Here is what AMC is doing in support of the Army's mission set and vision, and here's how we are providing readiness and delivering readiness to [combatant commanders].' "

Gen. Mark Milley, chief of staff of the Army, has stated that readiness is his number one priority. Daly said this is particularly important for those who manage, maintain and build the material and services Soldiers need to conduct all of their operations.

Specifically, Daly said ASC's mission is to, "integrate and synchronize the delivery of AMC capabilities and enablers at the operational and tactical points of need.

"Notice how I didn't say we deliver ASC capabilities," Daly said. "Notice how I didn't say that we support readiness, we deliver readiness."

Where other commands in AMC conduct research, manage contracts and build equipment, ASC connects all of these capabilities to the warfighter.

"We are the execution arm, and we are the face to the field," said Daly. "Consider us almost like the support operations for the Army."

Daly said everyone at ASC should ask and answer the following question every day: "What can we do, at the tactical and operational points of need throughout the world, to make a difference to the warfighter who is in the trenches?"

Daly briefly discussed several operations ASC is directly supporting around the world, and he provided an overview of ASC's key missions, including Army Prepositioned Stocks, the Logistics Civil Augmentation Program, the Logistics Readiness Centers, and the Distribution Management Center.

He said the overall Army has a strong global presence.

"We have about 180,000 Soldiers of our Army who are deployed outside the continental United States right now, in over 140 different countries," Daly said.

Daly also mentioned that ASC has recently taken tactical control over Contracting Support Brigades, which are aligned under the U.S. Army Contracting Command. ASC gives the CSBs their priorities of support. ASC has seven Army Field Support Brigades around the world, each positioned to provide logistical field support to a different combatant commander. CSBs support AFSBs by writing and managing contracts as service and material needs are identified.

The CSBs are: the 408th CSB at Camp Arifjan, Kuwait; 409th CSB at Kaiserslautern, Germany; the 410th CSB at Joint Base Sam Houston, Texas; the 411th CSB at Yongsan, Korea; the 413th CSB at Fort Shafter, Hawaii; and the 414th CSB in Vicenza, Italy.

Daly also discussed ASC's "Campaign Plan," which he said includes three "lines of effort": Enabling readiness, optimizing acquisition strategies and sustaining a ready and resilient workforce.

Daly identified specifically what each line of effort entails and how successful adherence to his priorities will be measured. He said the plan is intended to help give ASC personnel guidance and direction.

Patty Perrigo, director, G-1 (Human Resources), presented a short briefing about ASC's new Strategic Human Capital Plan. The plan has three elements: To acquire and retain a professional workforce; to effectively develop, manage and engage the current workforce; to develop leaders; and to promote the plan through a communication and education.

Daly also talked about ASC's future restructuring to meet the needs of the Army. He said there is no foreseeable civilian reduction in force, and any restructuring will be accomplished through attrition and position reassignment. He said ASC must always evolve to adjust to an ever-changing global mission.

During the event, 12 ASC employees were recognized for their achievements.

Tim Fore, director, Army Prepositioned Stocks, received a four-star note and a two-star note that recognized him for being selected as one of the winners of the 2015 Louis Dellamonica Award. The award is presented to AMC's top ten outstanding personnel of the year.

Jodi Fasko, supervisory logistics management specialist, was presented with her certificate of promotion to GS-15.
