The federal Real ID Act of 2005 created new standards for driver's licenses and identification cards. ID cards from some states do not meet these standards and cannot be used as primary forms of ID to access Joint Base Myer-Henderson Hall and other federal installations.
The Army has extended a deadline for enforcing some provisions of the Real ID Act related to access of installations, and Joint Base Myer-Henderson Hall has approved a new method for providing proof of identity when applying for visitor access to the joint base.
Real ID deadline extended for 28 states and territories
Since October 10, 2015, visitors to military bases and federal facilities have been required to present identification cards issued by REAL ID-compliant states or from states and U.S territories that received an extension.
While 24 states and territories issue identification documents that are compliant with REAL ID, more than 30 states and U.S. territories issue identification cards that do not comply with the increased security measures required by the act.
In April, DoD announced noncompliant driver's licenses and IDs from these states would soon no longer be accepted as a primary means of identification for requesting unescorted access to military installations, including JBM-HH.
The restrictions are currently being enforced for IDs from four states and territories that have noncompliant IDs and have not received an extension from DHS. This includes standard (not EDL -- Enhanced Driver's Licenses) from Washington State, Minnesota, Missouri and American Samoa.
However, DoD delayed implementing this requirement for 28 additional states and territories granted extensions by DHS while working to bring their IDs into compliance with the provisions of the act. This extension was scheduled to expire Oct. 10.
This month, the Army announced it will further extend that delay by an additional 90 days, providing a three-month grace period before documents from those states will no longer be accepted as proof of identity for visitor access. For the 28 non-compliant states and territories granted a DHS extension, this grace period is scheduled to expire Jan. 9, 2017.
Standard licenses from Minnesota, Missouri, Washington State, and American Samoa, are not included in this grace period.
Military ID cards, including cards issued to active duty service members, members of the reserve components, military retirees, military dependents and civilian personnel, can be used as a primary document to establish proof of identity for entry to JBM-HH.
Effective Oct. 10, JBM-HH will also accept an original birth certificate (or notarized copy) with any state-issued driver's license or ID as proof of identity.
The following documents can also be used to establish proof of identity when presented with any state-issued driver's license or non-driver ID:
U.S. Passport or Passport Card,
U.S. Government issued, authenticated federal PIV (Personal Identification Verification) or PIV-I (PIV-Interoperable) credentials, such as a military CAC Card
Military ID card (including those issued to active-duty service members, members of the reserve components, military retirees and military dependents)
Veterans Health Identification Card issued by the U.S. Dept. of Veterans Affairs
DHS "trusted traveler" cards (Global Entry, Nexus, Sentri, Fast)
TWIC (Transportation Worker Identification Credential)
Merchant Mariner Card issued by DHS or the U.S. Coast Guard
Driver license issued by the U.S. State Department
Border Crossing card (INS Form DSP-150)
U.S. Certificate of Naturalization or Certificate of Citizenship (INS Form N-550)
U.S. refugee travel document or other evidence of immigration status issued by DHS and containing a photograph, such as permit to re-enter (INS Form I-327) or refuge travel document (INS Form I-571)
Permanent resident card or Alien Registration Receipt Card (INS Form I-551)
Foreign passport with a temporary I-551 stamp or a temporary I-551 with printed notation on a machine-readable immigrant visa
Foreign passport with a current arrival-departure record or foreign passport with INS Form I-94/I-94A bearing the same name as the passport and an endorsement of the alien's nonimmigrant status when that status authorizes the alien to work for an employer
Employment authorization document containing a photograph (INS Form I-776)
U.S. Military or draft record (such as a DD Form 214)
Native American Tribal Document
For those under age 18, a school ID card that includes a photograph

Real ID enforcement for air travel scheduled to begin January 2018
Beginning Jan. 22, 2018, passengers who have driver's licenses issued by a state that is not yet compliant with REAL ID will need to show an additional form of identification for domestic air travel (could be passport, birth certificate -- see www.DHS.gov).
