JOINT BASE SAN ANTONIO-FORT SAM HOUSTON, Texas -- (July 15, 2016) Approximately 60 small and large business representatives from throughout the country took part in the U.S. Garrison Kwajalein Atoll Industry Day outreach event to learn about contract opportunities with the Army June 29 and 30 at Joint Base San Antonio-Fort Sam Houston, Texas.Serving as host for the industry day was the Mission and Installation Contracting Command-Fort Sam Houston contracting office. Acquisition officials from MICC-Fort Sam Houston are in the process of re-competing base operations and logistical support services for Kwajalein, which is located approximately 2,100 nautical miles west-southwest of Hawaii. The MICC's contract administration is in support of the Installation Management Command.Brig. Gen. Jeff Gabbert, the MICC commanding general, addressed in his opening remarks the need for such events to reinforce transparency in the Army's acquisition process as its dependence on small and large businesses to support day-to-day installation operations grows."Market research is an essential part of the Army's acquisition process. As we build our requirements and determine the acquisition strategy, industry involvement is critical," Gabbert said. "We are committed to partnering with industry as much as we can throughout the process."Andrea Palmer, a MICC-Fort Sam Houston contracting officer with the installation support programs division who led efforts to plan the industry day, said industry partners will compete for a number of contracted goods and services at Kwajalein. Those include public works, aviation services, transportation equipment, marine services, dining facilities, quality-of-life activities, medical services, dental services, veterinary services, education services, environmental services, grocery services, postal services and safety services.The first day of the outreach event included an overview of Kwajalein, requirements by the government and a federal contracting overview. The second day consisted of one-on-one sessions between interested business representatives and contracting officers.Palmer said goals for the two-day event included building synergy between DOD and industry representatives, communicating the government's requirements and providing updates, incorporating industry comments into the performance work statement development process, answering questions and addressing concerns by industry, and gaining a better understanding of recent industry developments.Headquartered at JBSA-Fort Sam Houston, Texas, the MICC is made up of about 1,500 military and civilian members responsible for contracting for Soldiers. In fiscal 2015, the command executed more than 36,000 contract actions valued at more than $5.2 billion across the Army, including $2.25 billion to American small businesses. The command also managed more than 600,000 Government Purchase Card Program transactions in fiscal 2015 valued at an additional $747 million.
