This year, we celebrate the 240th anniversary of the signing of the Declaration of Independence and the beginning of a new era in American democracy. The birth of the United States of America was not an easy one, but was the result of hard work, struggle and bloodshed by the Americans who pursued independence from foreign rule. Today, men and women of our Armed Forces continue to stand ready and proudly defend our freedom at home and for others throughout the world. On our Nation's birthday, as we come together in the enduring spirit of America, let us be grateful for the blessings that freedom represents and for the opportunities it affords.

Safety remains a top priority. Commanders and leaders at every level must ensure ourworkforce is briefed on the major safety concerns usually associated with the Fourth of July prior to being released for the holiday. I stress the importance of not drinking and driving, speeding, driving while fatigued, and the use of seat belts. This includes no alcohol consumption when operating watercraft. Use preventative measures to avoid sunburn, heat injury, and dehydration. Also emphasize the importance of personal flotation devices (PFDs) and wearing PFDs when boating. Lastly, pay attention to local weather conditions, and take immediate precautionary measures at the first indication of inclement weather.

Commanders and leaders must communicate the importance of fireworks safety to assigned personnel under their leadership. Fireworks and celebrations go together, especially during the Fourth of July; however fireworks can be dangerous. They can cause serious burns and eye injuries. Follow these important safety tips to help avoid injuries:

*Always read and follow label directions, and purchase from reliable reputable retailers.

*Use fireworks outdoors only and always have water on hand.

*Never experiment or make your own fireworks and ignite only one firework at a time.

*Never give fireworks to small children.

*Never relight a "dud" firework; wait 15-20 minutes then soak it in a bucket of water.

*Dispose of fireworks properly by soaking them in water and then disposing of them.

*Never throw or point fireworks in the direction of anyone.

*Always wear eye protection and never have any part of the body over the firework.

I wish you and your family all the best for a happy and safe Fourth of July holiday weekend. Enjoy this holiday without unnecessary and unacceptable risks. Celebrate the birth of our nation with pride, but also with responsibility. Use common sense and sound decisions to make this a great and enjoyable holiday.

Happy Birthday America!
