HONOLULU -- The Regional Health Command-Pacific (RHC-P) continued a time honored Army tradition on Mar. 4, 2016, by conducting a Change of Responsibility ceremony which saw Command Sgt. Maj. Robert Luciano relinquish his Senior Enlisted responsibilities over the RHC-P to Command Sgt. Maj. Richard Watson III.

The ceremony was held here, at Tripler Army Medical Center's Kyser Auditorium, and was hosted by Brig. Gen. Patrick Sargent, commanding general, RHC-P.

Luciano now prepares to move on to assume the responsibilities as the Senior Enlisted Advisor of the Defense Health Agency for the Department of Defense, after serving the RHC-P during a period of unprecedented growth and development.

During Luciano's time as the Senior Enlisted Soldier in the RHC-P, the Regional Headquarters (HQ) went from a dual command, hospital centric, Medical Command (the then Pacific Regional Medical Command (PRMC)/TAMC), transforming into the robust, strategic focused, Regional Health Command which it is today.

Luciano also saw the RHC-P grow in size and scope, with the U.S. Army Public Health Command Pacific, the U.S. Army Dental Command-Pacific, Madigan Army Medical Center at Joint Base Lewis-McChord, Washington, Bassett Army Community Hospital at Fort Wainwright, Alaska, and the U.S. Army Health Clinic at the Presidio at Monterey, California, all becoming direct reporting units/Health Readiness Platforms (HRP) of the RHC-P.

During the ceremony Sargent bid a fond farewell to Luciano and is wife, Mrs. Kathy Luciano, and thanked them for their years of dedicated service to the Soldiers and staff of the RHC-P.

"Your legacy is going to endure for a long time." Sargent said to Luciano, "I thank you and Kathy for the outstanding commitment and loyalty to the Pacific. From the Officers, Noncommissioned Officers and Soldiers here, we have benefited greatly from your leadership and stellar example of humility and compassion."

Sargent also offered a heartfelt welcome to Watson and his wife, Mrs. Diana Watson, and officially brought them into the RHC-P Ohana.

In his speech, Luciano described the many accomplishments of the RHC-P Soldiers and Noncommissioned Officers, during his time his time as the RHC-P Command Sergeant Major and in typical Luciano fashion, he deflected all credit away from himself, directing it solely toward the Soldiers, thanking and praising them for their commitment to always succeed.

Luciano left the region by saying, "Regional Health Command-Pacific…God Bless You, God Bless our great Army, and God Bless the United States of America. One Team. Serving to Heal…Honored to Serve."

Watson comes to the RHC-P after serving as the Command Sergeant Major of the Fort Belvoir Community Hospital.

"Thank you for the opportunity to bring innovative thoughts, concepts and ideas to the region." Watson said of his new duties, "I will leverage enlisted leaders to optimize the wellness and readiness of the force by leveraging our Health Readiness Platforms to shape a globally ready medical force."

Watson added, "As a team we will be successful, continuing to build upon the great successes the Regional Health Command-Pacific has already established."
