FORT BENNING, Ga., (Feb. 24, 2016) -- Commanding General of Fort Benning and the Maneuver Center of Excellence Maj. Gen. Scott Miller has announced that there will be no reduction in force of the Training and Doctrine Command civilian workforce this year.
Miller said, "This allows us to lessen the turmoil in our civilian workforce."
During the past couple of years, the MCoE was ordered to reduce 235 civilian positions and accomplished this through a number of efforts such as the TRADOC Initial Military Training Military Reinvestment (Re-Greening) Initiative, civilian-to-military conversions, implementation of the university system, changes to the NCOA structure as well as the mandated headquarters 25 percent staff reductions.
"Through the great work of our team, we have reduced the number of our 'over-hired' civilian employees from nearly 200 when this process started to around 30 today," explained Don Sando, the deputy commander of Fort Benning and the MCoE said. "This achievement allows us to manage our employees without having to resort to using the RIF authority."
The MCoE will continue to work to place over-hired employees as it continues to proactively manage its civilian workforce. MCoE Chief of Staff Col. Pat Donahoe said, "This action stops the disruptions that our civilian managers and employees have experienced. It shouldn't be lost on us that the work done on civilian placements and early retirements have preserved civilian jobs here on Fort Benning."
As part of the MCoE workforce management plan, the MCoE requested approval for a RIF action 25 months ago. This action was planned in fiscal 2014 to align the Maneuver Center of Excellence civilian workforce to changes in force structure and military organizations here.
"Over the past two years, we have employed all available measures to align the workforce and have succeeded beyond what was expected, which allows us now to move forward without a RIF," Donahoe said.
