Keith Huber, former Army South commanding general, spoke to participants about his experience with the reintegration process and what it takes to create an environment that will assist the returnee in the transition process. "To me, it is not a question of who is the lead agency," stressed Huber. "It's a question of how do you develop unity of effort and the need for commonality of expectation.
