FORT BRAGG, N.C. (USASOC News Service, Sept. 14, 2015.)-- Eight civilians from the G9 directorate of U.S. Army Special Operations Command were recognized Sept. 11, 2015, for outstanding civilian service.
The following were presented the Achievement Medal for Civilian Service: Brian S. Stoll, Wayne Rider, Dan Moroney, John Haynes, Kurt Goudy, Brian Ebert, and Dr. Robert Toguchi.
John Haynes, who was unable to attend, was also awarded the achievement medal.
Presented the Commander's Award for Civilian Service were Greg Georgevitch and. Mark Alexander.
"I'm privileged for this opportunity to recognize eight individuals from within our directorate who, through their exceptional performance, have contributed to advancing USASOC's vision towards future Army Special Operations Force capabilities and readiness, "said Robert A. Warburg, the Deputy Chief of Staff, G 9.
Richard Holcomb, USASOC deputy to the commanding general, presided over the ceremony in the Heritage Auditorium at USASOC headquarters.
"I cannot find words to thank you enough for what you have done for this country, for our freedom," Holcomb said. "Your mission takes on huge meaning to the safety of our mission, as Lt. Gen. Tovo (USASOC commanding general) refers to as the Arc of Change."
The Arc of Change refers to the concept development, analysis, solution identification and integration, as well as science and technology testing and evaluation that the G9 is tasked with executing in order to prepare ARSOF for the future. "We will be much closer to 'right' because of the work you've done," added Holcomb.
The G9 is a coordinating staff directorate under the USASOC Chief of Staff. The G9 is responsible for designing and developing new concepts into the future special operations operating environment.
As thought leaders, the G9 develops concepts and force capabilities analysis. As process masters, the G9 evaluates proposed Army Special Operations Force (ARSOF) modernization solutions and provides identification and integration of those solutions into Special Operation Force development.
Brian Stoll, a concept developer in the G9, retired from the U.S. Army after almost 28 years of military service. Stoll has worked in the G-9 since it was stood up in 2012 by Lt. Gen. Charles Cleveland, then commanding general for USASOC.
"From my position as concept developer, the measure of success for the G9 was fulfilling Lt. Gen. Cleveland's vision of ARSOF 2022 and the process for developing the unconventional warfare functional concept," said Stoll. "Gen. Cleveland's developing the ARSOF 2022 to create the ARSOF operating concept was a big achievement in the history of USASOC."
The Concepts Division develops concepts for ARSOF operations 8-20 years into the future in accordance with the Joint Capabilities Integration Development System (JCIDS).
"We do look-ahead planning--you need somebody looking out 8, 10, 20 years into the future to prepare our forces for that future," said Warburg.
"In planning for the future you have to start somewhere," said Stoll. "You don't want to just create things in today's world without thinking it through."

Brian Stoll is credited with expanding the membership of the USASOC Futures Forum from nearly 100 to more than 300 separate organizations comprised of a broad range of participants from academia, commercial enterprises, think tanks, research facilities, the Intelligence Community, Joint Staff, Combatant Commands, Military Services, TRADOC Centers of Excellence and Joint Professional Military Education institutions.
Wayne Rider was instrumental in developing and executing a Quarterly Update to the Commanding General, USASOC for the Roadmap to ARSOF 2022 and Beyond portion of the USASOC Strategic Planning Process (SPP). The Quarterly Update informed the CG, USASOC of the status and issues of the eighty-four (84) initiatives that are currently in the Roadmap process to ARSOF 2022 and Beyond.
Dan Moroney served as the ARSOF Lead in the Army's UNIFIED CHALLENGE 15-2 SIMEX 21 May through 2 July 2015. He led USASOC participation in scenario and experiment enabling events, pulling together a team of SOF and GPF SME's and role-players to craft a viable SOF role in a complex, simulated Forcible Entry scenario. His efforts led to the first experimental representation of a future Special Operations Joint Task Force with an Army Airborne Infantry BN under its operational control.
John Haynes coordinated the USASOC Army Warfighting Challenge (AWfC) IPT and represented USASOC to the TRADOC ARCIC Force 2025 and Beyond AWfC team from Jan to July 2015. He led USASOC participation in F2025B IPT meetings, seminars and conferences both internal and external to the command, pulling together a team of SOF SME's from multiple staff sections, subordinate commands and units, and ensuring ARSOF equities were preserved in the AWfC Framework.
Kurt Goudy' s professionalism, dedication and subject matter expertise were instrumental to the overwhelming success of four senior leader events that refined and developed ideas and concepts to inform future force development efforts as well as promulgate the USASOC strategic narrative amongst key members of the DOD, IA, and Academia communities, including the RAND academic forum "Improving Strategic Competence, Lessons from 13 Years of War"; the Tufts University forum "Redefining the Win in the Shape Phase"; the Naval Warfare College forum "SOF Contributions to Operations in Contested Environments"; and the USASOC CGs academic council "The Science of Special Warfare, Understanding Resistance".
Brian Ebert, as a new civil service employee, immediately distinguished himself by delivering on time and with excellence on multiple projects including the DCS G-9's Annual Command Historian Report; the Directorate's update of USASOC Regulation 10-5; the USSOCOM Future SOF Operator Solutions Development Workshop, the USSOCOM FID/COIN SFA Core Activity Assessment, the Engagement Warfighting Function Capabilities Based Assessment; and the HQDA directed MISO Analysis in support of Joint, USSOCOM, and Army visions for Force 2025.
Greg Georgevitch was instrumental in developing and executing the Solution Identification Segment of the USASOC Strategic Planning Process (SPP) which included building the consensus of the integrated process team, executing a Council of Colonels, and briefing the results for decision to the Commanding General, USASOC. He contributed greatly, informing the USASOC Guidance for Development of the Force, the CG USASOC's capstone force development and resourcing guidance. The results of the entire process were lauded by the CG, USASOC, and the Commanders of the Component Subordinate Commands and Component Subordinate Units.
Mark Alexander's brilliant performance working numerous no-fail operational, thought lead and process lines of effort to advance ARSOF 2022 and Beyond. He developed content and presentation of the operational implications of the Gerasimov Model as context for Russia's actions in Eastern Europe for the Modern Russian Unconventional Warfare Workshop (18-19 Jun 2015), setting the conditions for a successful G9 supported USSOCOM brief to General Breedlove. He also authored and socialized a USASOC White Paper entitled "Comprehensive Deterrence", which has become a critical platform in describing AFSOF's role in deterring threats across the entire operational continuum and describing SOF's role in broadening strategic options for our senior leaders. He was also commended for his excellent work on the Comprehensive Deterrence Brief for the senior RAND analyst (30 Jul 2015).
Dr. Robert Toguchi flawlessly planned and executed several highly complex projects including the formulation of USASOC White Papers such as "Campaigning in the Gray Zone" and "Strategic Power in a Complex World". He developed the first ARSOF Operational View One (OV1), describing in one slide the operational employment of the ARSOF capabilities of Special Warfare and Surgical Strike to geography, time and the environment. He networked at numerous workshops to socialize USASOC Concepts, with emphasis on his effort with the Joint Concept for Integrating Campaigning (JC-IC) Team to expand the strategic start point, have greatly advanced the ARSOF Campaign of Learning. He was instrumental to the USASOC Futures Forum, a venue to stimulate intellectual discussion and critical thinking on future defense issues; have brought other organizational and academic perspectives to USASOCs Concept development process.
