ABERDEEN PROVING GROUND, Md.--An Army Contracting Command, Aberdeen Proving Ground employee was selected as a recipient of the Louis Dellamonica Award for outstanding U.S. Army Materiel Command personnel of the year.
Bryan McGann, a supervisory branch chief for ACC-APG's Division C, was recognized for his customer support achievements and simultaneous developmental accomplishments.
"This is awesome," remarked McGann when he first heard the news of his selection. "I didn't even know I was nominated until I was notified that I had won. I am very humbled to be a Dellamonica Award recipient."
McGann, a native New Yorker, also jokingly asked his Division Chief, Gregory Davies, if he would receive a Delmonico steak with the award.
According to Davies, McGann and his branch provide contracting support to the Program Executive Office for Intelligence Electronic Warfare and Sensors, a customer with some of the most complex programs and contracts.
"Even with his dynamic workload in support of IEW&S, Bryan applied for and was accepted into the highly competitive Aerospace and Defense Master of Business Administration program with the University of Tennessee, offered through the Acquisition Career Management Office," Davies pointed out. "He worked diligently on nights and weekends to complete the course of study in one year, which is a significant feat considering he delivered his contracting workload on time and on budget."
The mission of IEW&S is to provide sensor and electronic warfare capabilities to enable situational understanding and decisive action, according to McGann.
"It's very rewarding to know that our work saves lives by providing the necessary intel to the warfighter," he said. "It's fascinating work and it's important that I provide the best customer support possible."
McGann instills this work philosophy in his branch members and his mentoring skills were also highlighted in his award nomination.
"I wouldn't have won if it wasn't for the support of my customers and my team," McGann said. "I encourage everyone on my team to learn and grow from their mistakes. I want team members to own their work and come up with their own approaches to resolve issues. It's important that I don't continually provide the answers but instead allow contract specialists and contracting officers to find their own answers while in a trusted working environment. This helps to increase the morale of my team leading to an environment of respect and trust."
According to the award nomination, McGann was also selected to manage the Secure Environment Contracting Cell which had its first Procurement Management Review by ACC.
"Bryan adroitly led the SECC Team to superior results as evidenced by rating of 'green/low risk' which means the SECC had zero critical or systemic weaknesses," Davies stated. "He is a special leader who consistently delivers."
As a supervisory contracting officer with 10 years of experience, McGann understands that he needs a balanced life with proper fitness, work and family time. In addition to his contracting work, he exercises regularly and devotes time to his wife and two children.
