ROCK ISLAND ARSENAL, Illinois -- The U.S. Army Sustainment Command and the U.S. Army Contracting Command-Rock Island hosted representatives from 50 companies for a biannual Enhanced Army Global Logistics Enterprise Basic Ordering Agreement holder meeting, June 2.
This EAGLE BOA holder meeting, the fifth that ASC and ACC-RI have hosted, is an opportunity for all BOA holder companies to receive briefings and ask questions of EAGLE staff.
The EAGLE Program is a unique contracting tool that the government uses to award task orders to a pool of qualified Basic Ordering Agreement holder companies for supply, maintenance, and transportation functions. According to the EAGLE contracting office, the program is intended to find efficiencies and standardize contracting processes in order to save the government money, increase competition, and expand the role of small business.
During the meeting, Maj. Gen. Kevin O'Connell, commanding general, ASC, and Melanie Johnson, executive director, ACC-RI, stressed the importance of gathering contractors' ideas on how to enhance the EAGLE program.
"We are about mid-way through our third year of the EAGLE program and your feedback is very important as we continue to modify, and continue to try to find ways to improve," said O'Connell.
Johnson said open dialogue with industry is also vital to the program's success. She introduced a new communication plan that will be included with every EAGLE task order, as well as all ACC-RI contracts that aims to enhance timely responses to industry.
"It will lay out who the points of contact are for specific contracts, and it might alleviate instances in which industry members go straight from the procuring contracting officers to me as the [principal assistant responsible for contracting]," said Johnson. "There are several people in between the PCO and myself that are a lot closer to the actions than I am, and can probably answer questions much quicker than I can."
