Col. Ted Stephens received his commission as an Armor Officer through the Officer Candidate School in 1992. He enlisted in the Army in 1989. He served in various Armor/Cavalry units, with all of his company grade experience occurring in Germany. As a Battalion Commander, he commanded 1-72 AR, in the Republic of Korea. Following command, he served as the J37 Training and Readiness Division Chief with US Forces-Korea.

Col. Stephens served at two Combat Training Centers between tactical assignments. He worked as an Observer/Controller and Rotational Planner at the Combat Maneuver Training Center (now JMRC) at Hohenfels, Germany. As a Major/Lieutenant Colonel, he worked as an Observer/Controller and as the Operations Group G3/5/7, responsible for all rotational exercise planning, current operations, and future operations. He also served as Aide de Camp to the Commanding General, Multinational Security Transition Command - Iraq/NATO Training Mission - Iraq. He has three combat tours (Iraq) and two operational tours (Bosnia), and multiple overseas assignments.

Col. Stephens most recently served as the Assistant Program Manager - Maneuver with Office of the Program Manager - Saudi Arabian National Guard (OPM-SANG) in the Kingdom of Saudi Arabia. He assumed command of U.S. Army Garrison Daegu, South Korea, June 19, 2015.

Col. Stephens is a graduate of the US Army War College. Other military schools include the US Army Commanding General Staff College, the Armor Officer Basic and Advanced Courses, Scout Platoon Leaders Course and Cavalry Leaders Course, and Airborne Schools. He received a BS in Business Administration from Presbyterian College (SC), a MA in National Security Studies from the US Army War College, a MA in Interdisciplinary Studies/International Relations from the University of Oklahoma, and a MBA from Cameron University.

His awards and decorations include the Bronze Star Medal (2), Defense Meritorious Service Medal, Meritorious Service Medal (7), Army Commendation Medal, and Army Achievement Medal (2), as well as 12 other service awards. He also earned the Basic Parachutist Badge and the Combat Action Badge.
