PICATINNY ARSENAL, N.J. (April 30, 2015) -- Picatinny Arsenal has been named the winner of the Cultural Resources Management, Small Installation award, a category in the 2015 Secretary of Defense Environmental Awards.

As part of its activities that helped to garner the award, the arsenal:

• Streamlined compliance with development of its Historic Property Component Plan for 2013 through 2018.

• Updated its Integrated Cultural Resources Management Plan from 2014 through 2019.

• Established historic district markers around the installation.

• Documented an installation-wide cultural landscape analysis.

Picatinny received the Secretary of Defense award on April 22 in commemoration of Earth Day. Within the Department of the Army, the arsenal received the same award on Feb. 25.

Since 1962, the Department of Defense has honored individuals, teams and installations for their outstanding achievements and innovative work protecting the environment while sustaining mission readiness. The 2015 Secretary of Defense Environmental Awards recognize accomplishments from October 1, 2012 to September 30, 2014.

The Cultural Resources Management, Small Installation award, recognizes small installations (10,000 acres or less) making significant and lasting contributions to the Department of Defense Cultural Resources Management.

Using the installation's Real Property Master Plan and Facility Reduction Program Programmatic Agreement from 2010 to 2012, the arsenal executed the following projects to allow the mission to continue effectively as planned:

• Established historic district viewsheds.

• Instituted historic district signage throughout the installation's National Register-eligible historic districts.

• Documented an installation-wide Cultural Landscape Analysis to be performed in phases with the Army Corps of Engineers Construction Engineering Research Laboratory.

• Displayed a regional traveling museum exhibit at locations that included the Morris County Heritage Commission, Rockaway Township Library, Morristown National Historic Park, Sussex County Arts and Heritage Council, Morris Museum, and plans upcoming locations such as the Sussex County Community College and the Dover Historical Society.

• Created a Historic District Narrative website that provides descriptive historic building details, plans, and photographs.

The website can be viewed at: https://www.pica.army.mil/ead/Cultural/PicatinnyHistoricDistricts/index.html

The historic properties could not be demolished until their historical significance was documented in accordance with the National Historic Preservation Act.

The website served as the means for documentation, thus allowing the arsenal to demolish the structures two years ahead of schedule.

In addition, Picatinny received a 2013 New Jersey State Historic Preservation Award for this website. The New Jersey Council of Engineering Companies also recognized the company that helped design the website, the RBA Group.

A diverse panel of judges with relevant expertise representing federal and state agencies, academia, and the private sector evaluated all nominees to select one winner for each of the nine award categories.
