"What to Expect…" author to host baby shower in Tower Barracks

13 March: Heidi Murkoff, author of the "What to Expect When You're Expecting" series, will join the USO to host a baby shower for expecting moms in the community. Antiterrorism training for the whole community

In today's threat environment, antiterrorism awareness training is a must.

For CAC HOLDERS: Level I Antiterrorism Awareness Training course is now hosted on the Joint Knowledge Online Learning Management System at https://Jkodirect.jten.mil. Login and search for course JS-US007-14 on the Course Catalog tab via the number or key word. After that enroll and launch.

FOR NON-CAC HOLDERS: A standalone version of the course for Non-CAC holders (such family members 14 years and older) is also available at http://jko.jten.mil/courses/atl1/launch.html. An access link to this course is also located on the JKO login page. The standalone version is intended for non-CAC users without a JKO account ONLY!

IMPORTANT: The standalone course MUST be completed on the computer in which it is started. Course progress is not transferable between computers. The standalone course does provide a completion certificate but will not be tracked on JKO and no record will be maintained.

Mail delays expected for mail going to or from East Coast

The USPS has announced that we can expect mail delays form mail destined to or from the East Coast due to severe winter storms. All commercial flights to and from JFK and other parts of the East Coast have been or were cancelled. Duration of the cancellations are not fully known at this point. Army Emergency Relief unit POC training

18 Feb: The Army Emergency Relief (AER) program will begin on 1 March and last until 15 May. All Units within USAG Bavaria geographic footprint are requested to provide an AER Representatives. The USAG Bavaria POC will be hosting a special training session for all AER unit representatives on 18 Feb at 9 a.m. in Tower Barracks, Bldg.244, Rm. 126.1. Training will last approximately 1 hour. Weekend shuttle bus on post

Starting 14 Feb: A weekend shuttle bus going between Rose and Tower Barracks will be operational on 14 Feb. See the flyer at the top of the Newsletter for the shuttle schedule.

Black History Month event

18 Feb: The 18th Military Police Brigade will host a Black History Month event at the Tower Barracks DFAC on 18 Feb, noon-1 p.m. The event is open to the public and lunch can be purchased and consumed during the event. Guest speaker is CW2 Sheree Johnson.

AER scholarships for spouses and high school students

Deadline 1 May: Two different scholarships are available for spouses and for children of Soldiers planning on obtaining a 4-year undergraduate degree in the 2015-2016 academic year. Both scholarships are need-based. For the Spouse Education Assistance Program (SEAP), the spouse must reside with his/her Soldier in an overseas location; must be pursuing the first undergraduate degree; and must be enrolled in a part or full time program. The MG James Ursano Scholarship is for high school students who are enrolled in DEERS; a dependent of a Soldier; attending a four-year accredited school; and maintaining a 2.0-4.0 GPA. 2CR Soldiers MUST use Rose Barracks ID card office

Attention 2CR Customers! If you are a 2CR Soldier stationed in Rose Barracks and require any of the following: PIN resets/CAC unlocks, DEERS enrollments/updates, In/Out Processing, new CAC cards; you MUST go to Bldg. 306, 2nd Floor, Rose Barracks. The Tower Barracks ID Card Office will no longer process the above actions for those stationed in Rose Barracks. They will continue to process new dependent ID card requests for family members of 2CR Soldiers. Thank you for your understanding.

Restrictions for off-post uniform wear

PLEASE NOTE: Major changes have been made and additional restrictions added to standards for off-post uniform wear. Please make note of each change and restriction.

• Wearing military uniforms off post is authorized only when traveling from home to the installation, or from traveling between installations within a garrison (i.e. from Tower Barracks to Hohenfels.)

• This uniformed travel is authorized ONLY when traveling in an enclosed private, government or rental vehicle.

• Traveling in uniform by motorcycle/scooter, bicycle or foot is prohibited. Traveling via public transportation, even taxis, is also prohibited.

• It is prohibited to wear a uniform while escorting children to/from or waiting at an off-post DoDDS bus stop.

• Even when not in uniform, DoD personnel are restricted from carrying backpacks or other items that convey DoD affiliation while traveling on motorcycle/scooter, bicycle or foot.

• While in off-post hotels, uniforms may be worn while departing or arriving in an enclosed vehicle. Uniforms cannot be worn in common areas of the hotels, i.e. breakfast/dining rooms, bars and gyms.

• Physical fitness uniforms cannot be worn off post.

Curbside, in front of your home. Bulk Trash has to be out on curbside NLT 6 a.m. Pick-up is provided by contractors of the County Neustadt.

What will be picked up? Everything, that is too big or too heavy to go into the normal refuse container, such as: Furniture, mattresses, carpets, washing machines, dryers, radios, TVs, ovens, stoves, bicycles, strollers, and other items which cannot be dismantled, torn or broken down to a size that would fit in the regular refuse container. Each single item should be no larger than 80x40x32 inches and should not be heavier than 110 lb. Bulk trash consisting of metal (i.e. bicycles, washers, dryers, stoves, etc.) and electronic equipment (such as large appliances, small appliances, cooling devices, information & telecommunications including entertainment equipment) should be put out separately next to the normal bulk trash.

What will not be picked up?

- Normal refuse, recyclable material, Yard waste like cut grass, branches, etc...

- Hazardous waste

- Tires, car parts, batteries, wrecked cars, motorcycles

- Doors and windows (with or without glass), laminated floor, rouleaus

- Construction debris

- Night storage heaters

Pick ups will be performed in three steps:

1. Combustible material: like upholstered furniture, mattresses, rugs, etc...

2. Electronic equipment: i.e. TV, PC, printer, scanner, radio, VCR, DVD player, monitor, vacuum cleaner, refrigerators and freezers (no permission sticker required anymore), etc… together with

Household Metal items: i.e. bicycles, ironing boards, washer, dryer, dishwasher, stoves (oil stoves and oil barrels must be totally emptied) etc…

3. Salvageable wooden furniture: (i.e. bed frame, wardrobe, chair, table, etc….)

Smaller electronic appliances (i.e. hairdryer, toothbrush, telephones, drilling machine etc.) should be brought to the drop off point "Company Bergler" in Weiherhammer, Etzenrichter Str. 2, Mon-Fri from 8 a.m.-4 p.m. hour, CIV 09605-92020.

Any material not picked up must be removed by residents. For more, call your SORT Office at DSN 475-6664.

Freecycle Center needs volunteers

The USAG Bavaria Freecycle Center is always in need of volunteers to help operate the facility. The center is where community members can drop off and pick up used household items, clothes, books, toys and furniture for free. It's completely managed by volunteers. USO volunteers needed for Dinner for Soldiers

Can you whip up delicious meals? Or maybe you're a dolt behind the stove and whiz with the dishes. Come give a couple hours to cooks and serve meals for Soldiers at the Tower Barracks USO. Are you interested in becoming an American Red Cross volunteer?

We are currently looking for dedicated individuals with a desire to volunteer. Current Volunteer positions include: office assistants, special events and briefing volunteers. Reconnection Workshops

The American Red Cross is offering Reconnection Workshops to support and ease transitions associated with Army life along with training and deployments. These are confidential small-group modules, led by licensed mental health professionals. The workshops focus on building skills that enhance the likelihood of positive reconnections among family members, as well as the successful reengagement of the service member in civilian life, by increasing interactions and developing additional sources of support. Rugged Terrain Obstacle Run registration

11 April: Are you tough enough? USAG Bavaria Family and MWR & the Joint Multinational Training Command host the 3rd Annual Grafenwoehr Rugged Terrain Obstacle Run on April 11. This hard-core cross-country rugged terrain trail with 15 KM and 20+ obstacles will test your strength and camaraderie. You can register at the Tower and Rose Barracks Fitness Centers. Bayern Rangers ice hockey team

The Bayern Rangers ice hockey team is preparing to defend its title as Europe's reigning military ice hockey champions. This year's 23rd annual Armed Forces Alpine Classic features 16 military teams battling for hockey supremacy from February 12-14 at the historic Olympic ice arena in Garmisch-Partenkirchen. The Bayern Rangers formed an Army team in 2009 to represent Bavaria at the annual USAF-E military tournament in Garmisch. The team continues to represent the U.S. Forces in Bavaria at military hockey tournaments, friendly matches against local German clubs, and in hobby team tournaments throughout Europe. Now in their sixth season, the team has twice earned bronze medals, and last year defeated the Wiesbaden Vikings to capture first place. Dinner for Soldiers

Every Tue, Wed & Thu: Soldiers can stop by the Tower Barracks USO, Bldg. 150, for a home cooked meal at 5:30 p.m. Volunteers from the community cook and serve delicious meals to over 300 Soldiers per week. Want to get fit or lose weight? Have you hit a roadblock or just getting started? There are a multitude of resources available at the Army Wellness Center. They offer metabolic testing by appointment to determine caloric intake; basic nutrition classes; and on-going assistance to achieve weight management. Rose Barracks scheduled power outages

Now-13 February: During the upgrade of energy meter readers many buildings will be affected by a power outage. Please see the "Power Outages" image at the top of the Newsletter for a list of what buildings will be affected and when.

Tower Barracks - no through-traffic on Shiloh Avenue

11 Feb: Some parking lots and parts of Shiloh Avenue in front of Family Housing Bldg 283-286 blocked for trough-traffic. The contractor needs the area for unloading and placing of the garages for the front row of the new Army Family Housing units. Parking lots will be blocked off on 9 Feb. During the closure detour will be possible via Fredericksburg Avenue. Detour signs will be posted.

Java Café closures

The Java Cafes in USAG Bavaria have barista training next week that will require them to be closed.

BASOPS (POV inspection station) return to normal hours

BASOPS, POV inspection station, has returned to regular working hours. Regular hours are Mon-Fri, 7:15-11:45 a.m., 12:45-3:45 p.m. Point of Contact for this action is Stephanie Kramer, Acting Chief Maintenance Division, DSN 475-7688.

BASOPS (vehicle inspection) half-day closure

12 Feb: The POV inspection station, BASOPS MD, and CST in Tower and Rose Barracks will close at noon on 12 Feb. POC for this action is Chief BASOPS Maintenance Division, 0152-01595345.

Road closure

17-19 Feb: Short traffic interruptions are expected on Harpers Ferry Road (the connector between Main Post and Gate 6) during tree-cutting work scheduled Feb 17-19. In/outbound traffic is possible throughout these days; however, it will be stopped as needed for safety reasons. The alternate route for regular traffic will be Gate 9.

Military Health Clinics closed on Training Holidays

Military health clinics will be closed for patient care on all training holidays. This includes clinics in Vilseck, Grafenwoehr and Hohenfels. FASCHING SECTION

What is Fasching?

Fasching is what the Bavarians and other German speakers call Carnival. It's a season of wild celebration and revelry before Ash Wednesday, the traditional beginning of Lent. While Fasching season officially starts on Nov. 11 at 11:11 a.m., parades and parties don't usually begin until January. Festivities really pick up on the Thursday before Ash Wednesday, which is Weiberfasching, or Women's Fasching (scroll down for more on Weiberfasching.) This is when the Crazy Days, six days of parades, parties and costume balls, begin. The largest and most famous Fasching parade and celebration is in Cologne.

Carnival is one of the oldest traditions celebrated, not only in Germany, but in many countries throughout the world. The carneval period begins every year on the 11th day of November at 11 minutes after 11 and is celebrated continuously with parties, festive dinners, dancers and masquerade balls until Ash Wednesday, 18 February 2014.

It combines a number of old fertility rites and customs, which began even before Christianization like the driving out of the winter, fear of coldness and sickness.

Also humans always tended to use the last days before a period of fasting to enjoy life once more to the fullest.

In Catholic Bavaria people call it Fasching. The word "Fasching" is assumed to be a derivation of the Middle High German Fastschank, the last drink served before the Lent season.

Historically, during Fasching the lower classes were allowed to wear costumes and masks and to mimic aristocracy and heads of the church and state without fear of retribution for mockery.

The tidal waves of carnival revelry are particularly strong in the Rhineland, since that is where it had its beginning.

Big pageants with costumed marchers and masked dancers and floats are especially colorful in the cities of Cologne, Duesseldorf and Mainz, where it is almost a civic duty to join the fun on Shrove Tuesday. Throughout the centuries the carneval grew bigger and better, and by February 10, 1823, when Prince Carneval was crowned in the city square of Neumarkt in Cologne, it had developed into a massive celebration with great parades and city-wide revelry in many countries throughout the world.

In many cities a Prince Carneval, referred to as "His Crazy Highness" is elected to head with his princess a court of fools and lead the frolics. On Faschingsdienstag the crazy couple will move with their retinue into the "Rathaus" (City Hall) to govern until midnight when the merrymaking and foolishness comes to a sudden halt.

Due to the fact that it is a tradition that on the Thursday before Ash Wednesday the women symbolically take over the lead (etc. town halls) and therefore are allowed to cut the men`s ties, we suggest to take it good-humoredly and not to wear your most expensive tie.

Traditions vary, but two things are always present: Noise and masks.

Carnival is celebrated everywhere. Everybody is in a good mood, a lot of fun, paper streamers, garlands, confetti and of course a lot of delicious beer. Fasching is the time, when people don`t take everything serious and are having a lot of fun. In other words its party time!

Weiberfasching: History of Weiberfasching or Weiberfastnacht (ladies carnival)

In 1824 in Bonn-Beuel, located next to Cologne, the laundry women stopped working on Thursday before the final Carnival weekend - today we would say:

They went on strike and vented their frustrations over their poor living and working conditions. Following their example, more women joined them along the small towns and villages along the Rhine River, shirking their normal duties. They met for coffee and celebrated their own "Carnival". Women's carnival (Weiberfastnacht) was born. The women founded the "Old Ladies' Committee" to allow them to participate in the official carnival events, which were originally for men only.

Nowadays, ladies symbolically power on Weiberfasching, they get into the town halls and many times also symbolically take over the city treasury.

Throughout the Cologne area, Women's Carnival is recognized as an unofficial holiday, and the majority of workplaces stop work at noon. The festivities usually begin at 11:11 a.m. In contrast to Rosenmontag (Shrove Monday or Carnival Monday) and other days there are usually no parades at Weiberfastnacht, it mostly celebrated outdoors or in bars and restaurants.

On this day it is tradition that women cut men's tie as a symbol of cutting off male power. Of course, men will be reimbursed with a kiss. If the tie-wearer has not agreed beforehand to it being cut, there may be a violation of property. However, people should be aware that this custom is very common to Weiberfastnacht and should take it as fun only.

Cross the road via the little bridge to access the Rotmain-Center, pass through it (also gives you some great shopping opportunities), exit at the main entrance and cross the road to enter the Altstadt. Or just follow the crowds.

Every year, the actual merchant women get together and perform some dances in typical Fasching costumes. Between 1-3 p.m., the dance instructor of the Marktweiber, will teach a couple of moves to the eager audience. You can also enjoy the live music played on several stages, and savour the Bavarian delicacies on sale.

Ash Wednesday

18 Feb: Today is Ash Wednesday and the beginning of Lent. For the next 40 days, people are encouraged to remember the life and the suffering of Jesus. many people still voluntarily relinquish meat or candy or even refrain from eating for one complete day per week. Traditionally there are no festivities during the time of Lent, not even weddings. One other tradition has been established, though, and that is the drinking of "Starkbier", also named "Bockbier", or strong beer. More information on Bockbier Fests to come.

International Motorcycle Show

Astronomy -- Jupiter is illuminated

22 Feb: Jupiter will be at its closest approach to Earth and the Sun will fully illuminate its face; this is called an "opposition". This gives you a great opportunity to see and photograph the planet and its moons. If you have a pair of binoculars, you should be able to see the four largest moons, appearing as bright dots on either side of the planet. With a medium-sized telescope, you can view details of Jupiter's impressive cloud bands.
