Mail delays expected for mail going to or from East Coast

The USPS has announced that we can expect mail delays form mail destined to or from the East Coast due to severe winter storms. All commercial flights to and from JFK and other parts of the East Coast have been or were cancelled. Duration of the cancellations are not fully known at this point. Army Emergency Relief unit POC training

18 Feb: The Army Emergency Relief (AER) program will begin on 1 March and last until 15 May. All Units within USAG Bavaria geographic footprint are requested to provide an AER Representatives. The USAG Bavaria POC will be hosting a special training session for all AER unit representatives on 18 Feb at 9 a.m. in Tower Barracks, Bldg.244, Rm. 126.1. Training will last approximately 1 hour. Rose Barracks speed limit increases

The speed limit for the main road on Rose Barracks is now 50 kilometers per hour. Drive carefully and watch out for pedestrians, especially children crossing the street.

Latest information regarding expired U.S. driver's licenses

Host nation authorities have recently made a unilateral change to policy concerning driver's licenses of U.S. Forces and dependents. According to this new policy, only a driver with a valid (not expired) U.S. driver's license may operate a POV, even if they have a valid USAREUR license. U.S. authorities are working on finding a solution to this matter. U.S. Forces personnel who have been charged for driving without a license should contact the local legal office for assistance. Active duty military must change Roth TSP account or risk losing funds

31 Jan: Active duty members of the Army, Air Force or Navy making dollar-amount Roth contributions to a Thrift Savings Plan account should know that these deductions will stop on Jan. 31, unless action is taken. Tech Expo

6 Feb: Over 30 exhibitors will demonstrate the latest in signal management, security, data protection, computer hardware and software, cloud computing, touch panels and more. The event is free. Tower View Conference Center, 10 a.m.-2 p.m. Refreshments and giveaways.

Weekend shuttle bus on post

Starting 14 Feb: A weekend shuttle bus going between Rose and Tower Barracks will be operational on 14 Feb. See the flyer at the top of the Newsletter for the shuttle schedule.

Black History Month event

18 Feb: The 18th Military Police Brigade will host a Black History Month event at the Tower Barracks DFAC on 18 Feb, noon-1 p.m. The event is open to the public and lunch can be purchased and consumed during the event. Guest speaker is CW2 Sheree Johnson.

AER scholarships for spouses and high school students

Deadline 1 May: Two different scholarships are available for spouses and for children of Soldiers planning on obtaining a 4-year undergraduate degree in the 2015-2016 academic year. Both scholarships are need-based. For the Spouse Education Assistance Program (SEAP), the spouse must reside with his/her Soldier in an overseas location; must be pursuing the first undergraduate degree; and must be enrolled in a part or full time program. The MG James Ursano Scholarship is for high school students who are enrolled in DEERS; a dependent of a Soldier; attending a four-year accredited school; and maintaining a 2.0-4.0 GPA. 2CR Soldiers MUST use Rose Barracks ID card office

Attention 2CR Customers! If you are a 2CR Soldier stationed in Rose Barracks and require any of the following: PIN resets/CAC unlocks, DEERS enrollments/updates, In/Out Processing, new CAC cards; you MUST go to Bldg. 306, 2nd Floor, Rose Barracks. The Tower Barracks ID Card Office will no longer process the above actions for those stationed in Rose Barracks. They will continue to process new dependent ID card requests for family members of 2CR Soldiers. Thank you for your understanding.

Change in DFAC meal prices

Effective immediately: Office of the Under Secretary of Defense has mandated a change to the meal rates for all DFACs, which includes the Warrior Sports Café. The new rates are as follows:

Brunch: $6.25

Supper: $7.65

Holiday: $9.05

Restrictions for off-post uniform wear

PLEASE NOTE: Major changes have been made and additional restrictions added to standards for off-post uniform wear. Please make note of each change and restriction.

• Wearing military uniforms off post is authorized only when traveling from home to the installation, or from traveling between installations within a garrison (i.e. from Tower Barracks to Hohenfels.)

• This uniformed travel is authorized ONLY when traveling in an enclosed private, government or rental vehicle.

• Traveling in uniform by motorcycle/scooter, bicycle or foot is prohibited. Traveling via public transportation, even taxis, is also prohibited.

• It is prohibited to wear a uniform while escorting children to/from or waiting at an off-post DoDDS bus stop.

• Even when not in uniform, DoD personnel are restricted from carrying backpacks or other items that convey DoD affiliation while traveling on motorcycle/scooter, bicycle or foot.

• While in off-post hotels, uniforms may be worn while departing or arriving in an enclosed vehicle. Uniforms cannot be worn in common areas of the hotels, i.e. breakfast/dining rooms, bars and gyms.

• Physical fitness uniforms cannot be worn off post.

Curbside, in front of your home. Bulk Trash has to be out on curbside NLT 6 a.m. Pick-up is provided by contractors of the County Neustadt.

What will be picked up? Everything, that is too big or too heavy to go into the normal refuse container, such as: Furniture, mattresses, carpets, washing machines, dryers, radios, TVs, ovens, stoves, bicycles, strollers, and other items which cannot be dismantled, torn or broken down to a size that would fit in the regular refuse container. Each single item should be no larger than 80x40x32 inches and should not be heavier than 110 lb. Bulk trash consisting of metal (i.e. bicycles, washers, dryers, stoves, etc.) and electronic equipment (such as large appliances, small appliances, cooling devices, information & telecommunications including entertainment equipment) should be put out separately next to the normal bulk trash.

What will not be picked up?

- Normal refuse, recyclable material, Yard waste like cut grass, branches, etc...

- Hazardous waste

- Tires, car parts, batteries, wrecked cars, motorcycles

- Doors and windows (with or without glass), laminated floor, rouleaus

- Construction debris

- Night storage heaters

Pick ups will be performed in three steps:

1. Combustible material: like upholstered furniture, mattresses, rugs, etc...

2. Electronic equipment: i.e. TV, PC, printer, scanner, radio, VCR, DVD player, monitor, vacuum cleaner, refrigerators and freezers (no permission sticker required anymore), etc… together with

Household Metal items: i.e. bicycles, ironing boards, washer, dryer, dishwasher, stoves (oil stoves and oil barrels must be totally emptied) etc…

3. Salvageable wooden furniture: (i.e. bed frame, wardrobe, chair, table, etc….)

Smaller electronic appliances (i.e. hairdryer, toothbrush, telephones, drilling machine etc.) should be brought to the drop off point "Company Bergler" in Weiherhammer, Etzenrichter Str. 2, Mon --Fri from 8 a.m. -- 4 p.m. hour, CIV 09605-92020.

Any material not picked up must be removed by residents. For more, call your SORT Office at DSN 475-6664.

Bulk Trash Pickup -- City of Weiden

For City of Weiden to include the communities Rothenstadt, Ullersricht and Neunkirchen

Pickup has to be requested at the City of Weiden twice a year. Fee per Pickup is 10 €. To schedule a pickup call 0961-3901913. For more information contact your SORT Office at DSN 475-6664.

More recycling, trash pick-up schedules and bulk trash pick-up

German home loan deemed illegal

Due to a decision by the German Supreme Court, a fee that banks often imposed on people requesting a home loan has been deemed illegal. While this does not apply to all bank fees for loans, it will apply in many cases. Anyone who applied for such a loan is encouraged to bring their contract to the Office of the Staff Judge Advocate office for review and advice as quickly as possible.

Bldg. 244 bus stop relocation

The bus stop in front of Bldg. 244 (Soldier for Life building) has relocated 100 meters to the west side of the building. This change is necessary to prevent pedestrian-related accidents.

Dial 112 for the nearest Polizei station

If you ever need to quickly reach emergency services, dial 112 from any phone and you will connected to the nearest Polizei station. This works anywhere in Germany.

Industrial paper shredder has been fixed

The industrial paper shredder located at the Centralized Recycling Center across Range 118 in Tower Barracks has been fixed and is ready for use.

New hours of operation at Rose and Tower Barracks Postal Service Centers

The Rose and Tower Barracks post offices have changed their regular operating hours to allow 6 additional open hours per week. The new hours are:

Mon - Wed and Fri: Postal Finance (sending mail): 10 a.m.-5 p.m. and Parcel Pick Up (receiving parcels): 10 a.m.- 5:45 p.m.

Thurs: Postal Finance (sending mail): 11:30 a.m.-5 p.m. and Parcel Pick Up (receiving parcels): 11:30 a.m.- 5:45 p.m.

The post offices are open on Training Holidays.

Separating from the service? Did you know that the Soldier for Life: Transition Assistance Program, formerly known as Army Career and Alumni Program, is still a key resource in place to help with the transition to civilian life? Transition, higher education and accredited financial counselors are standing by ready to assist Soldiers, as early as 18 months before exiting the military.

VOLUNTEERS AND OTHER HELP NEEDED

Freecycle Center needs volunteers

The USAG Bavaria Freecycle Center is always in need of volunteers to help operate the facility. The center is where community members can drop off and pick up used household items, clothes, books, toys and furniture for free. It's completely managed by volunteers. If you are interested in donating your time, please call commercial 09641835228 or DSN 475-5228 during business hours. Or you can stop by Bldg. 4341 on Tower Barracks to learn more. The Freecycle Center is open every Tuesday, 10 a.m.-2 p.m., and the first Saturday of every month, 10 a.m.-2 p.m. The donation box is at the same location and is open 24/7.

USO volunteers needed for Dinner for Soldiers

Can you whip up delicious meals? Or maybe you're a dolt behind the stove and whiz with the dishes. Come give a couple hours to cooks and serve meals for Soldiers at the Tower Barracks USO. They serve Dinner for Soldiers every Tue, Wed and Thu starting at 5:30 p.m. Volunteers are needed from 4-6 p.m. on those nights. Contact the USO at DSN 475-9584, CIV 09641-605-2940 for more.

Are you interested in becoming an American Red Cross volunteer?

We are currently looking for dedicated individuals with a desire to volunteer. Current Volunteer positions include: office assistants, special events and briefing volunteers. Reconnection Workshops

The American Red Cross is offering Reconnection Workshops to support and ease transitions associated with Army life along with training and deployments. These are confidential small-group modules, led by licensed mental health professionals. The workshops focus on building skills that enhance the likelihood of positive reconnections among family members, as well as the successful reengagement of the service member in civilian life, by increasing interactions and developing additional sources of support. Attention all Functional Fitness (aka CrossFit) enthusiasts!

Dinner for Soldiers

Every Tue, Wed & Thu: Soldiers can stop by the Tower Barracks USO, Bldg. 150, for a home cooked meal at 5:30 p.m. Volunteers from the community cook and serve delicious meals to over 300 Soldiers per week. Weight Loss Challenge

2 Feb-30 March: MWR is trying to motivate you to lose weight and get healthy. Compete in a 6 week challenge to help reach your health and fitness goals. Mandatory weekly weigh-ins, Body Fat % measurements and a food journal check will be conducted every Friday at 10 a.m. and at 1 p.m. Register by 23 Jan. Prizes will be awarded for weight loss, fitness and wellness improvements. All participants have a chance to win the grand prize, a BMW bike, by attending all weigh-ins and nutrition classes. Cost is $50 and includes two free fitness classes per week; food journal; body assessment; and nutritional classes. Register at your local fitness center.

German language class for beginners

Army Wellness Center

Want to get fit or lose weight? Have you hit a roadblock or just getting started? There are a multitude of resources available at the Army Wellness Center. They offer metabolic testing by appointment to determine caloric intake; basic nutrition classes; and on-going assistance to achieve weight management. You can also attend classes on basic nutrition, sleep hygiene, weight management or make an appointment for a fitness assessment. Military Health Clinics closed on Training Holidays

Military health clinics will be closed for patient care on all training holidays. This includes clinics in Vilseck, Grafenwoehr and Hohenfels. If you are in need of medical advice or care on training holidays, federal holidays or weekends, you are encouraged to call the Nurse Advice Line at 00800-4759-2330. This toll-free line is available 24/7 to answer your health-related questions and direct you to the appropriate level of care. In case of emergency, please go to your nearest host nation hospital.

Drivers Training and Testing Station in Tower Barracks Bldg. 301

The Drivers Training and Testing Station has relocated from Tower Barracks Bldg. 244 to Bldg. 301, 3rd floor, Rm. 200B. This is the same building as the vehicle registration office is located. What is Fasching?

Fasching is what the Bavarians and other German speakers call Carnival. It's a season of wild celebration and revelry before Ash Wednesday, the traditional beginning of Lent. While Fasching season officially starts on Nov. 11 at 11:11 a.m., parades and parties don't usually begin until January. Festivities really pick up on the Thursday before Ash Wednesday, which is Weiberfasching, or Women's Fasching (scroll down for more on Weiberfasching.) This is when the Crazy Days, six days of parades, parties and costume balls, begin. The largest and most famous Fasching parade and celebration is in Cologne.

Carnival is one of the oldest traditions celebrated, not only in Germany, but in many countries throughout the world. The carneval period begins every year on the 11th day of November at 11 minutes after 11 and is celebrated continuously with parties, festive dinners, dancers and masquerade balls until Ash Wednesday, 18 February 2014.

It combines a number of old fertility rites and customs, which began even before Christianization like the driving out of the winter, fear of coldness and sickness.

Also humans always tended to use the last days before a period of fasting to enjoy life once more to the fullest.

In Catholic Bavaria people call it Fasching. The word "Fasching" is assumed to be a derivation of the Middle High German Fastschank, the last drink served before the Lent season.

Historically, during Fasching the lower classes were allowed to wear costumes and masks and to mimic aristocracy and heads of the church and state without fear of retribution for mockery.

The tidal waves of carnival revelry are particularly strong in the Rhineland, since that is where it had its beginning.

Big pageants with costumed marchers and masked dancers and floats are especially colorful in the cities of Cologne, Duesseldorf and Mainz, where it is almost a civic duty to join the fun on Shrove Tuesday. Throughout the centuries the carneval grew bigger and better, and by February 10, 1823, when Prince Carneval was crowned in the city square of Neumarkt in Cologne, it had developed into a massive celebration with great parades and city-wide revelry in many countries throughout the world.

In many cities a Prince Carneval, referred to as "His Crazy Highness" is elected to head with his princess a court of fools and lead the frolics. On Faschingsdienstag the crazy couple will move with their retinue into the "Rathaus" (City Hall) to govern until midnight when the merrymaking and foolishness comes to a sudden halt.

Due to the fact that it is a tradition that on the Thursday before Ash Wednesday the women symbolically take over the lead (etc. town halls) and therefore are allowed to cut the men`s ties, we suggest to take it good-humoredly and not to wear your most expensive tie.

Traditions vary, but two things are always present: Noise and masks.

Carnival is celebrated everywhere. Everybody is in a good mood, a lot of fun, paper streamers, garlands, confetti and of course a lot of delicious beer. Fasching is the time, when people don`t take everything serious and are having a lot of fun. In other words its party time!

Weiberfasching: History of Weiberfasching or Weiberfastnacht (ladies carnival)

In 1824 in Bonn-Beuel, located next to Cologne, the laundry women stopped working on Thursday before the final Carnival weekend - today we would say:

They went on strike and gossipy complained their frustration over their poor living and working conditions. Following their example, more women joined them along the small towns and villages along the Rhine river not according to their normal duties. They met for coffee and gossip and celebrated their "Carnival". The women carnival (Weiberfastnacht) was born. The women founded the "Old Ladies' Committee" to allow them to participate in the official carnival events, which were for men only.

Nowadays, ladies take over the symbolic power on Weiberfasching, they get into the town halls and many times also symbolically take over the city treasury.

Throughout the Cologne area, Women's Carnival is recognized as an unofficial holiday, the majority of workplaces will no longer work at noon. The festivities usually begin at 11:11 clock. In contrast to Rosenmontag (Shrove Monday or Carnival Monday) and other days there are usually no parades at Weiberfastnacht, it mostly celebrated outdoors or in bars and restaurants.

On this day it is tradition that women cut men's tie as a symbol of male power. Of course, involved men will be reimbursed with a kiss. If the sponsor of the tie being cut has not agreed beforehand, there may be a violation of property. However, people should be aware that this custom is very common to Weiberfastnacht and should take it as fun only.

Horse Market aka Rossmarkt

4 Feb: In 92334 Berching, Altstadt (ca. 42 km / 26 miles west of Hohenfels) 8 a.m.

The Rossmarkt in Berching is a long-standing tradition and has become a winter Volksfest of sort. Every year on the Wednesday after Candlemas, over 150 horses are driven to the medieval town center in the early morning hours (i.e. at around 9 a.m.) with the intent to show and eventually sell them to potential buyers. Thousands of visitors come by to witness this spectacle and admire not only the beautiful horses and carriages, but also enjoy the market activities surrounding the event. The Rossmarkt dates back to the year 1722. In those days the horses weren't sold, though, but instead had to be checked by the veterinarian for contagious diseases.

Gospel Workshop

Fasching Ball in Sorghof

7 Feb: Dress up in a crazy costume or your finest Carnival mask and join the party. 8 p.m., in the Wolfgangsheim in Sorghof, next to the church (= the village just outside of the Rose Barracks main gate).

Weiberfasching or "Women's Fasching"

12 Feb: Today is a special day during the Fasching season called "Weiberfasching" (Women's Carnival Day). This is the day when from early in the morning on, the streets are alive with ladies in fancy dresses on their way to their place of work or to the shops, and from 10 a.m. a.m. they all usually head towards the town center or town hall to "take over the city." They will storm the mayor's office to symbolically take over the city's coffers. Any man foolish enough to wear a tie on this day runs the risk of having it cut off just below the knot. In the evening countless parties and masked balls are held and men are, of course welcome to join the celebrations provided they foot the bill for all the women's drinks or dress as women themselves.

Ukulele crash course

Learn how to play famous songs like "Somewhere Over The Rainbow", "Oh When The Saints", "Oh Susanna" und "Knockin' On Heaven's Door" with the Ukulele. In 91522 Ansbach: every Wednesday and Saturday 8 a.m.-1 p.m., on Martin-Luther-Platz. ***In addition to the regular fresh produce markets, local farmers offer their fresh goods every first and third Saturday of the month at the farmers market on Johann-Sebastian-Bach-Platz (same opening hours). Great opportunity to buy seasonal produce as fresh as it gets.

In Bamberg: Monday thru Saturday, 7 a.m.-6 p.m., on Maxplatz. Closed on Sundays and German holidays.

In Neumarkt: every Thursday and Saturday, in Untere Marktstraße. Thursday 10 a.m.-7 p.m., Saturday 8 a.m.-1 p.m.

In Parsberg: every Wednesday and Friday on Stadtplatz. Wednesday 7 a.m.-midday, Friday 2-6 p.m.
