The Army Contracting Command -- Rock Island released the draft Request for Proposal for the Army Contracting Writing Systems Solution and is looking for your comments.
"I would like to thank all parties involved in making this happen," said Lt. Col. Ossie Peacock, product manager ACWS, in an email to acquisition professionals involved the program. "This has been one of the long awaited events associated with the ACWS program with detailed interest all the way up to the Army Acquisition Executive."
Based on feedback from the DRFP, Peacock anticipates a final ACWS Request for Proposal to go out to industry in early fiscal year 2015 with a subsequent contract award also in fiscal year 2015.
According to Col. Michelle Sanner, ACWS capability manager, the DRFP supports acquisition planning being performed by the PdM ACWS to determine industry interest and capability regarding the fielding of a commercial-off-the-shelf-based contract writing system. All interested parties and potential vendors must provide written responses to a list of questions included in the announcement. The responses will be submitted by email directly to the points of contract listed on the DRFP. Based on these responses, PdM ACWS anticipates a final Request for Proposal to go out to industry in early fiscal year 2015 with a subsequent contract award, also in fiscal 2015.

Also included with the announcement are the following attachments: concept of operations, business case version 1.9.2, ACWS requirements statements, business process models, operational mode summary-mission profile, and the ACWS business process re-engineering assessment form. These attachments are considered functional requirements and can be viewed by clicking the additional documentation link at the bottom of the FBO announcement.
Sanner requests end-users send comments and feedback to their organization ACWS Stakeholder Representative or the ACWS CMO directly for consolidation.
