Director of DoD's Cost Assessment and Program Evaluation visits National Training Center

FORT IRWIN, Calif. -- The director of Cost Assessment and Program Evaluation for the Department of Defense visited the National Training Center and Fort Irwin, Aug. 21-22.

As head of CASE, Jamie Morin heads an agency that is responsible for analyzing and evaluating DoD's plans, programs and budgets in relation to Unites States defense objectives, projected threats, allied contributions, estimated costs and resource constraints. Morin is in a position equivalent to a four-star general.

Morin was met by NTC and Fort Irwin Commander Maj. Gen. Ted Martin in the training area -- "The Box" -- of the NTC, Aug. 21. Morin and Martin walked off a helicopter and had lunch in the field, just a couple hundred meters from the tactical operation center for 1st Armored Brigade Combat Team, 3rd Infantry Division.

The 1-3ID, from Fort Stewart, Ga., was in the midst of training day 13 of its decisive action rotation here. Morin met with leadership from the brigade and received a briefing in the TOC.

The visit by Morin is very significant, said NTC and Fort Irwin Chief of Staff Col. Richard Wilson. It provides DoD a greater understanding of what the NTC does to prepare units to "be in the fight." Visiting the NTC while 1-3ID is training gives a glimpse into how it prepares for sustained unified land operations.

To support better defense decision making, CAPE develops analytical tools and methods for analyzing national security planning and the allocation of resources, and ensures that the costs of DoD programs are properly estimated and presented accurately.
