JOINT BASE SAN ANTONIO-FORT SAM HOUSTON, Texas (June 20, 2014) -- Contracting officials here are conducting market research to gather information on capabilities and business practices to provide a full range of advertising services for the Army.

Officials from the Mission and Installation Contracting Command released a market research questionnaire June 19 on the Federal Business Opportunities website at www.fbo.gov seeking responses from interested large and small business representatives. The questionnaire can be found under the request for information number W9124J-15-R-0001 and will be available for 30 days from its publication date.

MICC officials plan to award a contract for advertising and marketing services by March 2016 in support of the Army Marketing and Research Group, a field operating agency of the Assistant Secretary of the Army for Manpower and Reserve Affairs in Alexandria, Virginia. Those services include planning, designing, creating, producing, placing and executing marketing, special events and advertising campaigns.

The market research questionnaire is an initial step being taken by contracting officials in the pre-planning phase of the acquisition process before soliciting proposals. It helps identify capabilities, technology and competitive forces of today's marketplace.

"Market research is a valuable tool in gaining a better understanding of the marketplace," said LaTischa Castro, a contracting officer with MICC-Fort Sam Houston. "It is also critical in the acquisition environment to obtain and maintain the highest quality of services in the most cost-effective manner."

Castro added that the information gathered during market research will be used to help define contract requirements and plan acquisition strategies. Officials plan to conduct an industry day event for the advertising contract this fall. Notice of the industry day will be posted to www.fbo.gov.

The term of the new contract is for one year, with four one-year option periods. The negotiated price of the contract is estimated at between $184 million and $200 million annually, depending on the number of projects awarded by the Army.
