HUNTSVILLE, AL. - Two Army Contracting Command attorneys received awards during the Army Materiel Command's Continuing Legal Education Program here May 23. Toby Davis received the Army Materiel Command's Joyce I. Allen Award as the Army Materiel Command Attorney of the Year. Katherine MacKenzie, received the Vincent J. Faggioli AMC Achievement Award.
Davis, the first civilian attorney hired by ACC headquarters, is the chief of the General and Administrative Law Division in ACC's Office of the Chief Counsel. MacKenzie, who began working for the government in 2009, is an attorney-advisor and joined the command in 2013 after working at the TACOM legal office in Warren, Michigan.
The Joyce I. Allen Attorney of the Year Award recognizes the attorney or patent advisor for accomplishments in the service of the legal profession and community. The Vincent J. Faggioli AMC Achievement Award is awarded to an individual from an AMC field office that offered outstanding support during the previous 12 months.
"I am honored to be selected," Davis said. "I could not have done it without the support of my colleagues both within and outside the ACC Office of Chief Counsel and the continued dedication of Ms. Nicole Haley, my paralegal. It is a tremendous pleasure to work with these professionals."
According to the award citation, Davis was recognized for his legal service and achievements on multiple, complex complicated legal matters demonstrate a pattern of excellence over a long, continuous period of time. The citation states that he competently represents the command in numerous disciplines and activities and his actions have directly contributed to reducing the command's financial liabilities and have directly prevented legal issues from arising.
"I am extremely honored to receive an award named after Vince Faggioli. Mr. Faggioli epitomized the role of the government attorney-advisor and is a mentor to many within the AMC legal community," MacKenzie said. "I also know that I would not have received this award without the support of Ms. Tycer (ACC chief counsel), CW4 Hernandez-Gomez, and my ACC teammates in contracting operations and the G6 (information management)."
According to her award citation, MacKenzie was singled out for her major contributions that resulted in a successful and timely transition of the head of contracting authority work effort while serving as the interface between the ACC and AMC legal offices. The citation states that in particular, her work effort was instrumental in the development of the HCA tracking system and the web-based HCA package submission portal.
"I believe that recognizing excellence and dedication within our workforce is an important part of my leadership responsibilities. Their legal skills and dedication to duty made them excellent candidates for the awards," said Kim Tycer, ACC chief counsel. "Both Mr. Davis and Ms. MacKenzie consistently rose to every challenge and provided superior legal support and advice to the ACC leadership. There are about 350 attorneys who support the AMC mission around the world, and having two award-winning attorneys within ACC demonstrates their importance to the ACC mission."
