The 80th Training Command (Total Army School System) conducted a strategy session with subordinate command leaders and representatives of the U.S. Army Reserve's four regional support commands at the 80th TC headquarters, Richmond Va. April 4, 2014.

The session focused on a Department of the Army directed Concept Plan, which the 80th developed to support the One Army School System. The OASS standardizes education for Army schools regardless of component.

"The purpose of the meeting was primarily informational on the history and recommended courses of action associated with our CONPLAN," said Brig. Gen. Richard Torres, 80th TC deputy commander.

The CONPLAN reorganizes and realigns the 80th TC's current structure, which will affect the type and amount of support the RSCs provide.

The 80th TC is the third largest command in the Army Reserve, overseeing three major subordinate one-star divisions with units located nationwide. The RSCs provide support which includes base operations, life cycle management, human resources, facilities support, as well as logistics and maintenance support.

"Probably one of the primary challenges would be identifying, in a timely manner, all the supporting requirements from the RSCs and others to help the 80th bring this plan together on time and [to] help them resource it successfully," said Brig. Gen. Mitchell Chitwood, deputy commander 63rd RSC, which supports all Reserve personnel in the Southwest Region of the United States.

Maj. Gen. Karen Ledoux, commander 88th RSC, said the strategy session was long overdue, but it was a good start because all the major stakeholders were in one room addressing the issue.

"This type of dialogue needs to happen on a quarterly basis," said Ledoux, whose command supports units in the Northwest region of the United States.

Torres said he considered the event a success based on the productive interaction between the RSC representatives and the 80th TC leadership, which included Maj. Gen. Bill Gerety, commander 80th TC.

"The RSC representatives were asking the right questions as it related to their support mission," Torres said. "The questions later turned to comments regarding ways in which the RSCs could help implement the CONPLAN."

"As far as efficiency and providing the right training at the right time…I think this is probably the best plan I've seen," said Brig. Gen. William Gothard, deputy commander 81st RSC, which is responsible for the Southeast Region and Puerto Rico.
