USAG YONGSAN, South Korea -- The 1st Signal Brigade hosted a promotion ceremony Feb. 21 at R&R Bar and Grill to honor Warrant Officer Moises Laboy, Human Resources Technician, S-1, Headquarters and Headquarters Company.

The brigade's senior leadership including Col. Paul H. Fredenburgh III, brigade commander and Lt. Col. John K. Harris, deputy brigade commander were in attendance to officially recognize and congratulate Laboy for his promotion from Warrant Officer to Chief Warrant Officer 2.

Prior to Laboy making the oath of office to become a Chief Warrant Officer 2, senior leaders took turns remarking on his achievements and on how well deserved the promotion was.

"During my 26 years of service, I don't think I met a better expert at his level," said Harris. "On top of his expertise, I cannot think of anyone who has engaged and interacted with all the

Soldiers in the brigade as actively as he has for the past 2 years. Through his efforts, Mr. Laboy has really earned his title as a Chief."

Lt. Col. Myrta I. Crespo, assistant chief of staff for human resources, 19th Expeditionary Sustainment Command, took the baton to provide her remarks.

"I regard Chief Laboy as family and know him very well on both a professional and personal level, from which I can confidently say that he is a man who does not change," said Crespo. "I knew him since he was an E-6 and the energy that he displayed then has not changed a bit today. I believe that this very energy has driven Chief Laboy to continuously earn the respect that he deserves and I am honored to be here to congratulate him."

Following Crespo's remarks, Maj. Darrel Johnson, adjutant for 1st Signal Brigade, added his perspective as the leader of the section and commented that S-1 would not have been the same without Laboy's presence.

Chief Warrant Officer 4 Roy Rucker, Command Chief Warrant Officer, also acknowledged Laboy saying, "I remember that when first I met you I refused to call you Chief, because I personally knew that the title requires some work to prove that you deserve it. It only took 2 weeks for you to prove it and your excellent work since then well convinced everyone here today that you are more than ready to progress to CW2."

After Rucker's remarks, Laboy extended his gratitude to all the seniors, peers and subordinates who guided him along the way.

"This would not have been possible without your support and I want the S-1 shop to not just regard it as my promotion, but as the recognition of the hard work that we put in together as a team," said Laboy.

Harris and Crespo attached Laboy's shoulder boards with his new rank and he subsequently took the oath of office led by Fredenburgh in front of his friends and colleagues to officially become a Chief Warrant Officer 2.

Laboy grew up in both Mayaguez, Puerto Rico and New York City, N.Y., and claims dual hometowns.
