WIESBADEN, Germany -- U.S. Army Europe and Installation Management Command-Europe announced today two separate actions to rebalance and reduce the personnel structure across the U.S. Army in Europe.
These changes will result in an overall net increase of 44 U.S. civilian employee positions, and a reduction of 89 military positions and 579 local national civilian employee positions in Europe by the summer of 2015 as follows:
• In Belgium, there will be an increase of three military positions, an increase of five U.S. civilian employee positions and a decrease of 25 local national civilian employee positions.
• In Germany, there will be an aggregate reduction of 93 military positions and 554 local national civilian employee positions. There will be an aggregate gain in Germany of 53 U.S. civilian employee positions.
• In the Netherlands, there will be an aggregate increase of one military position and a decrease of 14 U.S. civilian employee positions with no impact on local national civilian employee positions.
The Department of the Army approved these actions, which support the Department of Defense's reshaping of Europe-based forces in accordance with the national defense strategy. They adjust theater and garrison staff support levels to optimize efficiencies without degrading effectiveness. We routinely make adjustments in manpower documents. This rebalancing of support personnel reflects the second and third order effects of recent posture changes throughout the theater.
In addition, the personnel reductions directly support the Europe-wide posture changes announced by DoD on Feb. 16, 2012. Those changes included the inactivation of two heavy Brigade Combat Teams, V Corps headquarters and the removal of 2,500 Soldier positions in enabling units - a total of more than 11,000 U.S. Soldier positions.
In the first action, 21st Theater Sustainment Command and Joint Multinational Training Command conducted thorough analyses to determine the appropriate Fiscal Year 15 theater support structure and capabilities needed within their respective functional areas to increase efficiencies while improving mission effectiveness. The expected decrease in future workload requirements in conjunction with the posture changes announced by the Department of Defense in 2012 make these changes necessary.
Four units assigned to the 21st Theater Sustainment Command will reduce civilian personnel positions no later than April 2015 as follows:
• 6966th Truck Transportation Terminal, Kaiserslautern, Germany, will reduce three U.S. civilian employee positions and 63 local national civilian employee positions.
• Maintenance Activity Kaiserslautern, Kaiserslautern, Germany, will reduce 330 local national civilian employee positions and gain one U.S civilian employee position.
• Maintenance Activity Vilseck, Vilseck, Germany, will reduce one U.S. civilian employee position and 20 local national civilian employee positions.
• Supply Activity Europe, Kaiserslautern, Germany, will reduce one U.S. civilian employee position and 42 local national civilian employee positions.
The Joint Multinational Training Command, Grafenwoehr, Germany, will reduce 83 military positions, nine U.S civilian employee positions, and 114 local national civilian employee positions in Germany by Sept. 30, 2014.
In the second action, Installation Management Command -- Europe will rebalance and reduce military and civilian employee positions at installations across Europe by Sept. 30, 2014.
Based on ongoing reviews of standard garrison workforce levels, IMCOM-E adjusted the base support operations staff required to support USAREUR forces.
In addition to changes within some established garrisons, this action covers restructuring of the IMCOM-E Garrison Support Element, the inactivation of IMCOM-E's last two indirect report garrisons -- Baumholder and Hohenfels, and their subsequent conversion to Small Sites under their parent garrisons. This action is in line with the previous inactivations of USAG Brussels, Garmisch, and Schinnen -- all of which have been fully converted to Small Sites.
The IMCOM-E actions rebalance positions across garrisons. Most of the positions we are reducing are in public works, budget and management, as we have fewer overall numbers of personnel and facilities requiring support. We are increasing positions in other areas to address long-term staffing shortfalls. IMCOM-E will implement the following net changes at various locations by Sept. 30, 2014:
Belgium.
• U.S. Army Garrison Benelux will reduce two military positions and 30 local national civilian employee positions.
• Small Site Brussels will gain five military positions, five U.S. civilian employee positions and five local national civilian employee positions.
Germany.
• IMCOM-E Garrison Support Element in Sembach, part of USAG Rheinland-Pfalz, will increase three U.S. civilian employee positions and four local national civilian employee positions with no impact on military positions.
• U.S. Army Garrison Ansbach will reduce one military position, increase six U.S. civilian employee positions and reduce 20 local national civilian employee positions.
• U.S. Army Garrison Baumholder will convert to a Small Site under USAG Rheinland-Pfalz and reduce eight military positions, 11 U.S. civilian employee positions, and 154 local national civilian employee positions.
• Small Site Garmisch will increase one military position, reduce four U.S. civilian employee positions, and increase 14 local national civilian employee positions.
• U.S. Army Garrison Bavaria will reduce two military positions, increase 19 U.S. civilian employee positions, and reduce 72 local national civilian employee positions.
• U.S. Army Garrison Hohenfels will convert to a Small Site under USAG Bavaria and reduce three military positions, eight U.S. civilian employee positions, and 59 local national civilian employee positions.
• U.S. Army Garrison Rheinland-Pfalz will gain three military positions, 21 U.S. civilian employee positions, and 179 local national civilian employee positions.
• U.S. Army Garrison Stuttgart will gain two military positions, two U.S. civilian employee positions and 91 local national civilian employee positions.
• U.S. Army Garrison Wiesbaden will reduce two military positions, increase 38 U.S. civilian employee positions, and increase 32 local national civilian employee positions
The Netherlands.
• Small Site Schinnen will increase one military position and reduce 14 U.S. civilian employee positions with no impact on local national civilian employee positions.
The U.S. Army in Europe structure will continue to change to maximize effectiveness in meeting mission requirements. U.S. Army in Europe leaders are fully aware of the potential effects reductions can have -- both professionally and personally --on the members of the workforce and their families. Civilian employees are key to USAREUR's success, and our leadership is committed to ensuring they are kept informed and apprised of their options.

Wiesbaden, 20. Februar 2014 -- Die U.S. Army Europa (USAREUR) und das Verwaltungskommando der U.S. Army, Region Europa (IMCOM-E), haben heute zwei gesondert anzusehende Massnahmen zur Umschichtung und Reduzierung der Personalstruktur im Geschaeftsbereich der U.S. Army Europa bekanntgegeben.
Diese Massnahmen resultieren in einer Gesamterhoehung um 44 U.S. Zivilangestellten, sowie einer Reduzierung um 89 Militaerplanstellen sowie 579 Stellen fuer ortsansaessige Arbeitnehmer im einzelnen wie folgt:
• In Belgien ergibt sich eine Erhöhung um 3 Militaerplanstellen und um 5 U.S. Zivilangestellte. Desweiteren kommt es zu einer Reduzierung um 25 Stellen für ortsansaessige Arbeitnehmer.
• In Deutschland kommt es zu einer Gesamtreduzierung von 93 Militärplanstellen und 554 Stellen fuer ortsansaessige Arbeitnehmer. Es kommt desweiteren zu einem Gesamtzuwachs von 53 U.S. Zivilangestellten in Deutschland.
• In den Niederlanden ergibt sich eine Erhoehung um 1 Militaerplanstelle und eine Reduzierung von 14 U.S. Zivilangestellten. Ortsansaessige Arbeitnehmer sind nicht betroffen.
Das U.S. Heeresamt hat diese Massnahmen, die, im Einklang mit der nationalen Verteidigungsstrategie, die Umstrukturierung der in Europa stationierten Truppen unterstuetzen, bewilligt. Damit wird das Personalniveau sowohl des operativen Bereichs als auch der Garnisonen angepasst um eine optimale Effizienz ohne Schmaelerung der Leistung zu erhalten. Solche Anpassungen erfolgen routinemaessig beim Personalbestand. Diese Anpassung des unterstuetzenden Personalbestandes spiegelt Folgeauswirkungen auf kuerzlich vorgenommene Stationierungsveraenderungen innerhalb des Einzugsbereiches der U.S. Army Europa wieder.
Desweiteren unterstuetzen diese Personalreduzierungen unmittelbar die europaweiten Stationierungsveraenderungen, die am 16.2.2012 vom U.S. Verteidigungsministerium angekuendigt wurden. Dieser Veraenderungen beinhalteten die Ausserdienststellung zweier schwerer Brigade Combat Teams, des Hauptquartiers, V. U.S. Korps sowie die Kuerzung von 2500 Militaerplanstellen in Unterstützungseinheiten, insgesamt also mehr als 11000 Militaerplanstellen.
Die erste Massnahme erfuhr eine genaueste Analyse durch das 21st Theater Sustainment Command und das Joint Multinational Training Command zur Feststellung der für das Finanzjahr 2015 im Verantwortungsbereich richtigen Unterstützungsstruktur und des Leistungsvermoegens, die fuer die einzelnen Funktionsbereiche zur Steigerung der Leistung und Verbesserung der Wirksamkeit noetig sind.
Vier Einheiten des 21st Theater Sustainment Command werden bis zum April 2015 wie folgt zivile Stellen abbauen:
• Die 6966th Truck Transportation Terminal in Kaiserslautern, BRD, verliert 3 U.S. Zivilangestellte und 63 Stellen für ortsansaessige Arbeitnehmer.
• Die Maintenance Activity Kaiserslautern in Kaiserslautern, BRD, verliert 330 Stellen fuer ortsansaessige Arbeitnehmer und erhaelt 1 U.S. Zivilangestellten
• Die Maintenance Activity Vilseck, in Vilseck, BRD, verliert 1 U.S. Zivilangestellten und 20 Stellen fuer ortsansaessige Arbeitnehmer.
• Die Supply Activity Europe in Kaiserslautern, BRD, verliert 1 U.S. Zivilangestellten und 42 Stellen fuer ortsansaessige Arbeitnehmer.
Bis zum 30.9.2014 verliert das Joint Multinational Training Command in Grafenwoehr, BRD, 83 Militaerplanstellen, 9 U.S. Zivilangestellte und 114 Stellen für ortsansaessige Arbeitnehmer.
In der zweiten Massnahme wird das Verwaltungskommando der U.S. Army, Region Europa Militaerplanstellen und zivile Stellen in europaeischen Standorten bis 30.9.2014 anpassen und reduzieren.
Basierend auf laufenden Auswertungen der Standortpersonalstaende, passte IMCOM-E die fuer die Unterstuetzung der USAREUR Truppen benoetigte Personalstaerke an.
Zusaetzlich zu den Veraenderungen in einigen bestimmten Standorten, beinhaltet diese Massnahme die Neustrukturierung des IMCOM-E Garrison Support Element, die Ausserdienststellung der beiden letzten IMCOM-E 'direct report' Garnisonen -- Baumholder und Hohenfels -- und der daraus resultierenden Umwandlung zu 'Small Sites' (Kleinststandort) innerhalb der Muttergarnison. Die geschieht in Uebereinstimmung mit den vorangegangenen Ausserdienststellungen der Garnisonen Bruessel, Garmisch und Schinnen (NL), die alle komplett zu 'Small Sites' umgewandelt wurden.
Durch die IMCOM-E Massnahme kommt es zu Umschichtungen von Positionen in den Standorten. Die meisten der zu reduzierenden Stellen befinden sich bei der Liegenschaftsinstandhaltung sowie in den Finanz- und Verwaltungsabteilungen, da sich die Zahl des zu unterstuetzenden Personals und der Einrichtungen verringert hat. In anderen Bereichen werden zur Beseitung langfristiger Personalmissstaende zusätzliche Stellen geschaffen.
IMCOM-E fuehrt bis zum 30.9.2014 folgende Massnahmen durch:
Belgien
• U.S. Army Garrison (Standortverwaltung) Benelux verliert 2 Militaerplanstellen und 30 Stellen fuer ortsansaessige Arbeitnehmer.
• Small Site Brussels erhaelt 5 Militaerplanstellen, 5 U.S. Zivilangestellte und 5 Stellen fuer ortsansaessige Arbeitnehmer.
Deutschland
• IMCOM-E Garrison Support Element in Sembach, Teil der U.S. Army Garrison Rheinland-Pfalz, erhaelt 3 U.S. Zivilangestellte und 4 Stellen fuer ortsansaessige Arbeitnehmer. Militaerplanstellen sind nicht betroffen.
• U.S. Army Garrison Ansbach verliert 1 Militaerplanstelle, erhaelt 6 U.S. Zivilangestellte und verliert 20 Stellen für ortsansaessige Arbeitnehmer.
• U.S. Army Garrison Baumholder wird in eine 'Small Site' innerhalb der U.S. Army Garrison Rheinland-Pfalz umgewandelt und verliert 8 Militaerplanstellen, 11 U.S. Zivilangestellte und 154 Stellen fuer ortsansaessige Arbeitnehmer

• U.S. Army Garrison Hohenfels wird in eine 'Small Site' innerhalb der U.S. Army Garrison Bavaria umgewandelt und verliert 3 Militaerplanstellen, 8 U.S. Zivilangestellte und 59 Stellen fuer ortsansaessige Arbeitnehmer.

Die Struktur der U.S. Army Europa wird auch weiterhin angepasst werden, um Leistungsvermoegen zu maximieren und die Einsatzvorgaben zu erfuellen. Der Fuehrungsstab von USAREUR weiss sehr wohl, wie schwierig Personalkürzungen sind und ist sich der Auswirkungen dieser Streichungen auf die Belegschaft, beruflich als auch privat, sehr bewusst. Zivile Mitarbeiter haben eine Schluesselstellung in der Erfolgsgeschichte von USAREUR. Der Fuehrungsstab wird sicherstellen, dass die Mitarbeiter auf dem neuesten Stand der Informationen sind und dass sie ihre Optionen kennen.
