
ROCK ISLAND ARSENAL, Ill. -- Excellence in keeping a close eye on Navy dollars has netted a Navy civilian at the Joint Munitions Command a prestigious award.
William "Bill" Burnett recently was presented with the Captain (Navy) Kenneth A. Walden Memorial Award for his support of Navy conventional ammunition.
"My job was to keep a close eye on the Navy's money," he said. "I execute all of the Navy's Military Interdepartmental Purchase Requests (MIPRs) and provide onsite program support for Navy Air Systems Command (NAVAIR), Program Management Activity 201 and PMA 202, Naval Sea Systems Command (NAVSEA), and Naval Special Operations Forces (NSOF)."
Burnett serves as a Navy ammunition program analyst with NAVAIR and works with various logistics management specialists/ammunition item managers at JMC to make sure ammunition is procured correctly for the Navy.
The Moline, Ill.-native currently lives in Blue Grass, Iowa, and has worked at JMC since 1999. He retired from the Navy after 21 years, with his last three years being stationed on the Rock Island Arsenal. From 1999-2002, he served as the Chief Petty Officer, Navy Ammunition Liaison Office. From 2003 to 2008 he served in the same office as a contractor, before serving as a Navy civilian in the office starting in 2009.
The Capt. Kenneth A. Walden Memorial award is presented to civilian or military employees who made significant strides in personal development, career advancement, or contributions to mission accomplishment in Naval Air Warfare Center Weapons Division (NAWCWD) technical and operational goals within the last three years.
The award is named after Capt. Walden, a Navy logistician who according to historians provided motivation and leadership to others to achieve the technical and operational objectives of range operations at Naval Base Ventura County (Point Mugu, Calif.). He was particularly close to the people who worked with the equipment, providing the backbone of labor that made Point Mugu such a nationally recognized "Center of Excellence."
Burnett was presented the award by Mr. Murlyn McGowen, branch chief, Manufacturing and Quality Branch, NAWCWD.
"I was very fortunate, early in my Navy career, to have a Chief Petty Officer take me under his wing and teach me so much about financial management. It was engrained in me early in my career that the funds I executed came from all the taxpaying citizens of this great country. Continuous attention to detail is critical to the successful execution of the Navy's funds, especially in recent years."
From its headquarters here, JMC operates a nationwide network of conventional ammunition manufacturing plants and storage depots, and provides on-site ammunition experts to U.S. combat units wherever they are stationed or deployed. JMC's customers are U.S. forces of all military services, other U.S. Government agencies, and allied nations.
