The Army Contracting Command -- Aberdeen Proving Ground, Md., joined partner organizations on the installation to host members of industry, academia and government stakeholders during an Advance Planning Briefing for Industry held Dec. 2-6.
Informational presentations gave participants a view of potential contracting opportunities within each of APG's focus areas.
The first day was dedicated to APG Garrison and the Corps of Engineers. Topics during the second day pertained to command, control, communications, computers, intelligence, surveillance, and reconnaissance . Day three focused on research, development, test and evaluation and the remainder of the event was dedicated to chemical, biological, radiological, nuclear and explosives.
"Contracting is an integral part of all the mission areas throughout APG," said Sara Senko, procurement analyst at ACC-APG and a member of the APBI Integrated Process Team. "With contracting opportunities as a major theme of the event, ACC-APG had a key role in the planning and presentations."
A presentation on organizational conflicts of interest was provided by Bryon J. Young, ACC-APG's executive director, who also served as moderator on three panel discussions for the Army Test and Evaluation Command; Research, Development and Engineering Command and the CBRNE mission. In addition, three ACC-APG members provided a class on the lowest price technically acceptable source selection process. The three instructors were Kari Schoerner, supervisory procurement analyst; Danielle Moyer, supervisory contract specialist; and Jason Ucci, lead contract specialist.
"The LPTA class provided attendees with an understanding of how the LPTA procurement process works," Schoerner pointed out. "There is a misconception that the LPTA process promotes bare minimum quality to fulfill the government's requirement. In truth, when determining what is technically acceptable, the required quality level is set at the point at which the government is not willing to pay a premium to exceed. This requires high quality proposals and high quality performance from the contractors with whom we contract."
This is the second year that ACC-APG and other APG organizations have conducted an installation-wide APBI. All participating organizations will take part in an after-action review in preparation for next year's APBI, planned for early December 2014.
