Garrison Commander Col. Brian P. Foley and Garrison Command Sgt. Maj. Thomas J. Latter tie a red ribbon around a tree outside garrison headquarters on Monday morning to kick off Red Ribbon Week, a national drug-prevention awareness campaign observed Oct. 23-31. The annual campaign honors Enrique "Kiki" Camarena, an undercover agent for the Drug Enforcement Administration who was kidnapped and killed by a Mexican drug trafficking group in 1985.
