
ROCK ISLAND ARSENAL, Ill. -- The Army Sustainment Command's Jay Carr was sworn into Senior Executive Service by D. Scott Welker, deputy to the commander, during a ceremony in RIA's Heritage Hall Aug. 6.
Carr now serves as the command's executive director for the Logistics Civil Augmentation Program better known as LOGCAP.
In this position, Carr has overall executive responsibility for LOGCAP, under which contractors from the private sector are used to provide a broad range of logistical and life support services to U.S. and allied forces during combat and training operations. Additionally, he is the principal interface for all LOGCAP operations within the federal government and Congress.
Carr, 49, retired as a lieutenant colonel from the Army in 2009 after nearly 23 years.
For protocol purposes, SES members within the Department of Defense are considered the equivalent of flag officers such as generals and admirals. Carr's appointment brings the total number of SES members at Rock Island Arsenal up to six, with four assigned to ASC.
The Army Sustainment Command supports Army and joint forces in support of the combat commanders around the world.
