Commander's Independence Day Message

Two hundred thirty-seven years ago, a group of influential men came together and made a bold decision: to declare the American colonies independent of Great Britain. In the document we know as the Declaration of Independence, they not only listed the reasons for their resolution but also stated a political philosophy that remains a dynamic force to the present day: that human beings "are created equal," endowed "with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness" and that governments derive "their just powers from the consent of the governed."

While Americans have disagreed and continue to disagree strongly on how best to achieve the ideals contained in the declaration, this document has served to focus the nature of that disagreement. The will of the American people has ensured that that declaration was not mere words on a piece of paper. And the American people, through and with their military, won and have defended and sustained the nation that document declared independent. Freedom is not free.

American independence and its form of government are not things to be taken for granted. Take a few minutes this week to look at the Declaration of Independence, especially the opening sentences. Then especially remember that the Profession of Arms all of you belong to, Soldier and civilian, demands trust between us and the American people and a higher form of discipline, integrity and standards.

I know many of you are planning to take the opportunity to enjoy some well deserved time off. I encourage you to do so. In appreciation for your hard work, I will invoke the "59-Minute Rule" on July 3 for all Department of the Army civilian employees and a Day of No Scheduled Activities (DONSA) on July 5 for all military personnel. I am also authorizing commanders to

maximize leave and reduce normal staffing levels during this period, provided we ensure continuity of operations. Contractors must continue to conform to the terms of their contract.

Wherever you go to spend time with friends and family, please enjoy yourselves. But remember to be aware of your surroundings, maintain summer safety standards, and return home safely.
