TOBYHANNA ARMY DEPOT, Pa. -- Thinking outside the box resulted in CECOM-level awards for two Tobyhanna Army Depot employees.
Brian Rawhouser, an industrial engineer in the Productivity Improvement and Innovation Directorate, was named the CECOM Mid-Level Employee of the Quarter for the first quarter of fiscal 2013. The junior category award was given to Robert Strohmaier, process improvement specialist, Field Logistics Support (FLS) Directorate.
Rawhouser was recognized for his superior performance as a subject matter expert in industrial engineering by controllers, shop supervisors and senior management. He developed a detailed process for capturing Lean cost savings, resulting in a savings of $9.15 million over a three year period.
Anthony Rubin, chief of the Communications Systems Directorate's Communications Security (COMSEC) Division, said Rawhouser was a key player in achieving the COMSEC Division's Silver Shingo Medallion.
"Brian's ability to quantify years of supply data led to the development and implementation of many processes currently used to drive day-to-day supply activities in COMSEC," said Rubin.
Strohmaier was able to implement significant changes in all three of the depot's Reset locations by creating standard work flow and standard work documents across the directorate.
According to Lt. Col. Kenneth Quimby, FLS executive officer, he accomplished duties, which required a significant amount of technical expertise and coordination, all of which exceeded expectations.
Multiple trips to each of the FLS regions let Strohmaier assess the challenges and work with supervision to develop and implement eight standard work documents. This created a common, efficient work flow of material through each shop.
"Robert's commitment and diligence shows that he places mission first and is fully capable of operating at a level of responsibility that far exceeds his current position and grade," Quimby said.
Tobyhanna Army Depot is the Defense Department's largest center for the repair, overhaul and fabrication of a wide variety of electronics systems and components, from tactical field radios to the ground terminals for the defense satellite communications network. Tobyhanna's missions support all branches of the Armed Forces.
About 4,500 personnel are employed at Tobyhanna, which is located in the Pocono Mountains of northeastern Pennsylvania. Tobyhanna Army Depot is part of the U.S. Army Communications-Electronics Command. Headquartered at Aberdeen Proving Ground, Md., the command's mission is to research, develop, acquire, field and sustain communications, command, control computer, intelligence, electronic warfare and sensors capabilities for the Armed Forces.
