The Secretary of the Army designated The Office of the Administrative Assistant to the Secretary of the Army (OAA) to be the Army's proponent for conference management. This authority includes, but is not limited to, the responsibility for guidance, approval, oversight, and accountability of Army-hosted and non-DoD-hosted conferences. The OAA and Army Commands, Organizations, and Activities collaborate to ensure that the designated authorities properly approve all Army Conferences. The Army Conference Program covers conferences that the Department of the Army hosts and co-sponsors, as well as conferences that Army personnel attend. It does not apply to Army National Guard events. In accordance with OSD policy, the Chief, National Guard Bureau will promulgate conference policy for the Army National Guard. It does not apply to events hosted by medical treatment facilities. The Defense Health Agency is responsible for the conference policy and management for medical treatment facility events.
Army’s participation in conferences is governed by Office of the Secretary of Defense (OSD), Office of Management and Budget (OMB), and Congressional mandates. The Army issued internal, Armywide guidance on 29 February 2024 in the form of Army Regulation 1-50 (Army Conference Policy).
EFFECTIVE 1 SEPTEMBER 2024 THE ARMY CONFERENCE REPORTING AND TRACKING TOOL (ACRTT) WILL NO LONGER BE AVAILABLE. BEGINNING 1 JULY 2024, ALL ARMY-HOSTED CONFERENCES WITH COSTS GREATER THAN $20K WILL ONLY BE REPORTED INTO THE DOD CONFERENCE REPORTING TOOL
