Training for Full Spectrum Operations (FM 7-0)

What is it?
The 2008 version of Field Manual (FM) 7-0 represents the 3rd edition of the Army's keystone training doctrine. This FM is a brigade-focused manual, but applies to all modular formations. The FM is designed to provide training guidance to an expeditionary Army, comprised of Soldiers and Civilians experienced and knowledgeable enough to be comfortable with operating anywhere along the spectrum of conflict in any type of operation, under any conditions. Its principles and concepts provide a framework to produce agile leaders who can rapidly and easily adapt to changing, ambiguous situations, using both lethal and nonlethal means.

What has the Army done?
The Army published the first edition of this manual in 1988 as FM 25-100, Training the Force. It was renumbered as FM 7-0, Training the Force, during the first rewrite in 2002. This current rewrite of FM 7-0 focuses on the need to change the Army mindset toward training, emphasizing that today's training is different from pre-9-11 training. The recently revised FM 3-0, Operations, provides the doctrinal concepts for full spectrum operations and drove the training concepts for the new FM 7-0, which was approved by the Chief of Staff of the Army (CSA) on August 15, 2008 and was published in December 2008. The Army has also begun a series of briefings to familiarize key leaders with the new FM.

What continued efforts does the Army have planned for the future?
The Army will complete the key leader briefings and disseminate the completed FM 7-0. The Army has also begun to develop the Army Training Network (ATN) which will replace FM 7-1, Battle Focused Training. The ATN will contain the application of FM 7-0 training concepts, and solutions to training challenges. The initial design of the ATN site has been finalized and includes additional collaborative features such as its own blog and a link to an ATN forum on the Battle Command Knowledge System forum. The development team will continue to work towards standing up ATN.

Why is this important to the Army?
The revision of FM 7-0 emphasizes the importance of training for full spectrum operations. The FM is the agent for changing the Army's mindset toward training in order to be prepared for full spectrum operations. The manual also addresses training modular brigades and how Army Force Generation process affects training. The FM provides commanders greater flexibility in managing their training.
