McAlester Army Ammunition Plant (MCAAP) delivers Joint Force Readiness through ammunition production, maintenance, storage, shipment, and demilitarization operations.
To be DoD's best-equipped ammunition depot while maintaining a competitive stabilized labor rate and modernizing to increase output capacity and execution of future force requirements.
McAlester Army Ammunition Plant (MCAAP) receives, stores, ships, produces, renovates and demilitarizes conventional ammunition. MCAAP provides centralized ammunition management for training ammunition and contingency stocks for Army units in the southwest region of the U.S.
In 1940, Congress responded to the President’s call for a Navy large enough to meet any potential combination of hostile forces and authorized the “Two Ocean Navy.” To answer that demand, Naval Ammunition Depot-McAlester was commissioned to support western coastal facilities. The depot was originally built and operated exclusively by and for the Navy. In 1943, the depot’s mission was to produce, store, and ship ammunition, bombs, and mines for the Navy’s ships and aircraft. In 1975, the DOD issued a directive which assigned the Army as the Single Manager for Conventional Ammunition. In 1977, the depot was transferred to the Army and renamed the McAlester Army Ammunition Plant. Under Base Realignment and Closure 2005 actions, MCAAP acquired the Sensor Fused Weapon and missile warhead production mission from Kansas Army Ammunition Plant. It also acquired demilitarization, storage, and maintenance missions from three other installations that were closed. Today, MCAAP is a unique, major multi-mission installation with all normal base functions. MCAAP is a Government-Owned, Government-Operated installation.

Within the next approximately 5 years, the Army proposes to implement various real property master planning actions at MCAAP.
These include implementation of installation-wide framework elements of and standards for future real property actions, as well as planned implementation of specific actions/projects as identified in the Area Development Plan (ADP) for the Explosive and Non-Explosive Districts.
The ADP considered long-term mission requirements and fiscal constraints and identified projects for execution over the next 20 years. The proposed action focuses on the implementation of the short-term requirements as identified in the ADP, which consist of construction, repair and sustainment, and/or restoration and modernization projects. Because these projects are anticipated to be implemented in the near-term, they have been planned and/or designed to a level where sufficient information is available to analyze them in detail for potential environmental and socioeconomic impacts.

P3 is an agreement between an Army facility and one or more private industry entities to perform work or to use the Army's facilities and equipment. While the program has existed for more than 16 years, it is growing in visibility and becoming a key strategy to sustain the industrial base. The goal of P3 is to fully leverage the power of partnerships to enhance and preserve AMC's unique organic industrial facilities, processes such as welding and testing, and personnel, while offering private industry access to those capabilities for mutual benefit. Partnership arrangements result in more effective fulfillment of Army contracts by private industry, at lower cost and reduced risk to industry partners. They also sustain production lines and other systems, as well as the critical skill sets of our nation's industrial artisans.
In executing partnerships, the Army Industrial Base depots, arsenals, plants, and centers provide services that are either not available in the private sector or not cost-effective for private industry to provide. Partnerships can take many forms, including teaming or work sharing, which incorporates a combination of Army depot and contractor facilities and employees to produce or repair systems, equipment, and components.
For example, Safety Management Services Inc., an internationally recognized corporation that provides a variety of risk management services to commercial clients and government agencies, began a partnership with Tooele Army Depot in Utah in 2009 to conduct product explosive sensitivity and reactivity testing at their facilities. SMS uses the depot's test site for about 30 weeks out of the year.
McAlester Army Ammunition Plant is more than 45,000 acres and stores 33% of the Department of Defense Conventional Ammunition. This includes various explosive configurations, energetics, missiles, small munitions, and large ordnance.
MCAAP's core competencies include Production, Storage, Distribution, and Demil. Capabilities include several large ordnances, production facilities, specialized missile production, missile integration, and missile maintenance.
Support capabilities include 223 miles of railroad, 6.3 million square feet of storage, and over 2,500 total explosive storage areas. With high volume quantity capacity on several production lines, MCAAP also develops, tests, produces, and stores a variety of configurations for multiple services/third-party partnerships. Several thousand acres still needing to be developed and/or reconfigured to support multiple configurations.

Partnerships generate significant revenue and jobs for the Army, leading directly to sustainment and expansion of organic industrial capabilities.
As the transition from combat to sustainment slows the operational tempo at Industrial Base facilities, opportunities for public-private partnerships will grow considerably. AMC is in the process of developing a comprehensive strategic approach to business development to maximize those opportunities. Part of the plan includes leveraging major commercial trade shows, where business decisions are often made, for industries such as automotive and heavy machinery.
The goal is to increase P3s steadily, at the same rate as U.S. economic growth, and ultimately to drive enough partnerships to maximize the capacity at each of the Industrial Base arsenals, depots, and plants. This growth is necessary for the U.S. Army to sustain the critical skills and capabilities it needs to maintain readiness for future operations.
