Medical Support to Building Partner Capacity
What is it?
Building Partner Capacity (BPC) is the outcome of comprehensive inter-organizational activities, programs, and engagements that enhance the ability of partners for security, governance, economic development, essential services, rule of law, and other critical government functions. Medical engagement and public health sector development are integral aspects of the BPC concept that will assist the Army in shaping the future operational environment and support partner capability and capacity development.
What has the Army done?
As part of the Army's Campaign of Learning and the Army Medical Department's (AMEDD's) integration into the fiscal year 2012 Army Experimentation Plan, the Directorate of Combat and Doctrine Development, U.S. Army Medical Department Center & School (AMEDD C&S), conducted a Medical Support to Building Partner Capacity workshop in July 2012. This four-day workshop addressed the central question of how can we improve medical/public health sector development integration to further support the Army's mission to Prevent, Shape and Win at the tactical, operational, and strategic levels. Sixty-four participants representing unified action partners provided key subject matter expertise in addressing this central question.
What continued efforts does the Army have planned for the future?
This workshop was the first AMEDD proponent event addressing building partners' capabilities and capacities. Outcomes and insights from this workshop will be integrated into the medical support to BPC capabilities-based assessment (CBA). The CBA will assess current capabilities, determine capability gaps, and identify potential doctrine, organization, training, materiel, leadership and education, personnel, facilities (DOTMLPF) and policy solutions to improve medical/public health engagement strategy and health sector development integration to further support the Army's mission in the future operational environment. Additionally, this effort will be closely nested with the ongoing TRADOC Building Partner Capacity Integrated Concept Development Team.
Why is this important to the Army?
The Army has executed missions that support building partner capabilities and their capacity for decades through shaping activities such as security cooperation, security force assistance, foreign internal defense, and security cooperation. A key enabler that supports these missions is the Army Health System. Often termed soft power, medicine is an effective capability that directly supports the Army's three principle roles of Prevent, Shape, and Win . TRADOC's recently published U.S. Army Concept for Building Partner Capacity supports the 21st Century Strategic Defense Guidance to reassure our partners, engage multilaterally, and develop partner capabilities and capacities to support a more secure environment. As we focus on the future Army, activities to BPC will be more central to Army strategy than in the last half of the 20th century.
