FM 7-0: Training Units and Developing Leaders for Full Spectrum Operations

What is it?

The just-updated Field Manual 7-0 Training Units and Developing Leaders for Full Spectrum Operations, released this week at Winter AUSA, is the keystone doctrine for Army training. It provides fundamentals for how to train units and develop leaders to prepare for deployments using the ARFORGEN process. This new version was developed by the Combined Arms Center-Training's Collective Training Directorate and supports the concepts in FM 3-0, Operations (log-in required).

What has the Army done?

Like the December 2008 version, the new FM 7-0 addresses the need to train units for full spectrum operations (simultaneous offense, defense, and stability or civil support operations) in any operational environment. Unlike the 2008 FM 7-0, which was a 100-page paper document, the new version is a 38-page paper and web-based Army Training Network (ATN) (log-in required) document that links to videos, documents, best practices, examples and other resources. Other significant changes:
• Uses a new title to emphasize that commanders can use FM 7-0 to train units and develop leaders.
• Replaces Core Mission Essential Task Lists and Directed Mission Essential Task Lists with FSO METLs, some of which are standardized for brigade and higher units.
• Focuses on a modular, brigade-centric force in the ARFORGEN process.
• Integrates the concepts of Mission Command, combined arms maneuver and wide area security.
• Incorporates leader development as a planned part of unit training management.
• Introduces the importance of FSO training against complex hybrid threats.
• Adds Leader Development principles.
• Includes the concept that training oversight is a collaborative process between the losing and gaining commanders.
• Describes the Training Management Process as an intellectual process that employs the mission command concept, rather than prescribed step-by-step.

What has the Army planned for the future?

The new FM 7-0 is best used as a web-based interactive resource on ATN. Because of this more dynamic approach, Soldiers can suggest FM 7-0 supporting content improvements, updates and additions through ATN.

Why is this important to the Army?

As ARFORGEN and the modular force continue to mature and dwell time increases, FM 7-0 will provide the essential concepts for training our forces and developing leaders in units. The web-based format for the Army Training Network and its links to FM 7-0 enhance the Army's ability to adapt to changing training requirements and methods.
