Army Support to Civil Authorities
What is it?
The 56th Presidential Inauguration in Washington, D.C. is just a few days away. Military support is designed to honor the commander in chief, recognize civilian control of the military and celebrate democracy.
What has the Army done?
Joint Force Headquarters-National Capital Region is dual-hatted as the U.S. Army Military District of Washington. A regional subcommand of U.S. Northern Command (NORTHCOM), JFHQ-NCR is charged with ground-based homeland defense and defense support to civil authorities that includes the federal seat of government.
On Saturday, Jan. 10, 2009, JFHQ-NCR was designated as a Joint Task Force by NORTHCOM in which it directs all military forces committed to a regional crisis within the NCR.
During the Inaugural period, JTF-NCR has response teams standing by ready to assist with consequence management operations in defense support to civil authorities, if requested and approved by the Secretary of Defense.
The Presidential Inauguration was designated a National Special Security Event (NSSE) by the Secretary of the Department of Homeland Security (DHS). The preparation for any NSSE is a cooperative effort. No singular federal, state, or local agency alone can carry out the measures necessary to secure the event. Only through intense planning, communication and training, can an event of this magnitude be secured successfully.
During this designated NSSE, DOD military personnel are available for possible Consequence Management Operations including Technical Rescue Capabilities, Chemical Biological Radiological Nuclear Explosive (CBRNE) Response, Aviation assets, Military Working Dogs, Explosive Ordinance Disposal (EOD) Support, Medical Support, and Logistics Support.
One of those teams is the Army's 911th Technical Rescue Engineering Company, which was named following its historic role during the 9-11 attack on the Pentagon. It is the only unit of its kind in the U.S. Army. It is comprised of combat engineers trained in technical rescue tasks, specializing in rescue techniques for victims trapped in collapsed buildings. On order, 911th deploys and conducts technical rescue operations in support of military and/or federal contingencies in the National Capital Region.
