What is it?
The Office of the Assistant Chief of Staff for Installation Management - Installation Services Directorate - Housing Division strives to increase the quality of life for enlisted Soldiers by improving their living environment. Several programs have been implemented to improve the physical structure of barracks, the management of the facilities and the quality of housing amenities being offered to Soldiers.
What has the Army done?
The Army has answered the call with the Barracks Modernization Program to provide Soldiers with the same quality of housing found off-post. This program provides a 1+1 or equivalent Permenant party barracks facility. Modern barracks provide each enlisted Soldier with private or semi-private sleeping quarters, a shared bathroom, kitchenette/service area and fully furnished living area. The Army has funded $11.8 billion through fiscal 2008, and will fund the remaining $6.5 billion by fiscal 2013.
Why is this important to the Army?
Committed to buying out the Permenant party barracks program, the Army is taking a strong approach to improving their training barracks. The Army's goal is to fund all inadequate training barracks replacement construction by the end of fiscal 2015.
What continued effort does the Army have planned for the future?
The First Sergeants Barracks Initiative (FSBI), a component of the Army's Barracks Strategic plan, standardizes the management of barracks Army-wide. The FSBI review committee completed the screening and validation of funding requirements for 12 Army installations, and $19.3 million was funded in fiscal 2008 for installations to begin the implementation process.
The Housing Operations Management System 4 (HOMES4) is a web-based real property management system used to manage Army housing. This system is designed to assist with the daily operations of FSBI. HOMES4 will bring significant efficiencies in information flow and ensure compliance with DOD and Army net-centric data requirements. Forty-four installations are deployed with the HOMES4 and by the end of fiscal 2009, the remaining 54 will transfer to this new data system.
Privatization of unaccompanied officer quarters and senior enlisted quarters under the residential community Initiative authorities is underway. Five pilot projects are being executed at Forts Drum, Bliss, Bragg, Stewart and Irwin. These projects will consist of new apartment buildings and amenities, reducing the deficit in the community for single Soldiers in the ranks of staff sergeant and above.
