TRICARE Reserve Select Program to Change on October 1, 2007

What is it? TRICARE Reserve Select (TRS) is a premium-based health plan that qualifying National Guard and Reserve members may purchase. TRS, which requires a monthly premium, offers coverage similar to TRICARE Standard and Extra.

How has the TRICARE Reserve Select program changed? TRICARE Reserve Select, the premium-based TRICARE health plan for qualified National Guard and Reserve members, will be completely restructured as of October 1, 2007.

A key change to the new TRS plan is how a person qualifies for the program. Beginning October 1, 2007 TRS will be available to ALL members of the Selected Reserve with one exception: those eligible for or enrolled in Federal Employees Health Benefits (FEHB).

In addition to the eligibility changes, the new TRS Plan will bring an end to the three tiers and associated six premium rates. As of October there will only be one premium amount for each type of coverage. Member-Only coverage will cost $81 a month, while the Member-and-Family premium will be $253.

Additionally, eligible members will no longer be limited to purchasing the insurance immediately following activation or during the annual open season. The improved TRS plan will allow eligible members to purchase the insurance at anytime throughout the year.

"It is also critical to note that all current participants in the three-tier TRS program must enroll in the enhanced TRS Program if they want coverage to continue past September 30, 2007," stated a TRICARE news release. "In essence, the old TRS ceases to exist and the new TRS starts October 1, 2007."

Why is this important to the Army? The legislation extends eligibility for TRS to all qualified members of the Army's Selected Reserve with a single premium rate. The impact of the change is expected to produce an increase in the TRS Program participation because of the simplification of the qualifications for the TRS Program and the single rate structure for all participants. The changes to the current TRS Program will be implemented on October 1, 2007.
