Army Reserve: Reserve Components Separate Competitive Categories for Officer Promotions

What is it? The Reserve Component (RC) has separated Army Promotion List (APL) categories for promotion consideration. Currently the three APL categories are:

- The Army National Guard of the United States (ARNGUS);
- The United States Army Reserve (USAR) APL Non-Active Guard Reserve (Non-AGR), and
- The USAR APL Active Guard Reserve (AGR).

What has the Army Reserve done? The Chief, Army Reserve requested the authority to create three separate APL competitive categories through the Army Reserve G1 (Personnel). The Assistant Secretary of the Army for Manpower and Reserve Affairs (ASA (M&RA) approved a change in promotion policy that created the three separate competitive categories from a single APL competitive category. Beginning in 2005 APL mandatory promotion selection boards will consider officers for promotion within each of their respective categories based on this change.

What efforts does the Army Reserve plan to continue in the future? Future plans include similar implementation in the smaller special branches (Army Medical Department and Chaplains) competitive categories

Why is this important to the Army Reserve? By creating three separate RC APL competitive categories; the RC will improve its ability to manage RC officers to Selected Reserve (SELRES) force structure requirements. This change will enable RC mandatory promotion boards to select officers based upon the unique force structure requirements of the SELRES of the USAR and ARNG. The revised APL competitive categories are consistent with Title 10, United States Code, and meet the intent of Congress that the number of officers selected for promotion by a mandatory promotion board be closely related to the officers needed in a particular competitive category and grade to meet the needs of the Army. These changes will enhance parity in separate competitive categories, i.e., AGRs are competing against AGRs and troop program unit (TPU) Soldiers are competing against other TPU Soldiers.
